We seek qualified individuals for the position of Behavioral Health Clinical Manager for it's Administration Team (PCN: 25925). This position is 1st shift, full-time, 40 hours per week position. The work schedule is Monday - Friday, 8:00 AM - 4:30 PM. We are located at 55 West Main Street, Suite 410, in Waterbury, Ct.

  • Participate as a member of the WCMHN Executive Committee and Clinical Leadership Committees;
  • Ensure compliance with State and Federal regulatory bodies including Health Insurance Portability and Accountability Act (HIPAA), medical records, and the Centers for Medicare and Medicaid (CMS);
  • Provide Clinical and Technical oversight to Quality & Improvement  Division staff including Behavioral Health Homes, Utilization Review Nurse, and Medical Records staff;
  • Represent WCMHN and liaison with representatives from the DMHAS Office of the Commissioner regarding billing, quality management, information technology, and electronic health record initiatives;
  • Travel to other locations in CT to attend meeting as indicated.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

Our preferred candidate will have:
  • Experience with abuse and neglect reporting, notification and follow-up to immediate protective service plans;
  • Experience in a hospital or congregate care setting;
  • Experience with Joint Commission Accreditation, billing, and documentation requirements, including familiarity with Centers for Medicare and Medicaid Services (CMS) requirement and the State Plan Amendments related to outpatient, targeted case management, and behavioral health home billing;
  • Experience developing policies and procedures;
  • Experience with HIPPA and maintaining confidentiality.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
