Introduction

The Department of Housing (DOH) is currently seeking a State Program Manager who will be responsible for directing the administration and operation of the various components of the Crumbling Foundation program. You will play a key role in the development of systems and processes necessary to coordinate the myriad of funding, research and technological opportunities and roadblocks associated with the Crumbling Foundation issue, as well as the expanding make up of participating partners, the identification of additional resources, including financial, legislative, and human. 


This position will report to the Department of Housing office in Hartford, CT or will telework when the office is not accessible. You will work Monday- Friday, 40 hours per week, and may need to work on weekends as needed.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  

SUPERVISION RECEIVED

Receives general direction from an administrative official of higher grade.  

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs the administration and operation of the various components of the Crumbling Foundation program
  • Plans for and Manages the program activities;
  • Develops or assists in development of all related policies;
  • Is responsible for interpreting and administering pertinent state and federal laws;
  • Prepares or participates in the preparation of the relevant budgets;
  • Maintains a comprehensive contact list with individuals both within and outside of agency who impact the program;
  • Serves on committees as required;
  • Speaks at regular and periodic public and private meetings with professional, technical and lay groups and organizations on the Crumbling Foundation issue, including funding, testing, research and material solutions;
  • Manages legislative program initiatives at both the state and federal level.


KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of project management; considerable knowledge of the principles and practices of business and public administration with emphasis on effective organization, administration and management considerable ability to analyze organizational problems and determine effective solutions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment. 

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Knowledge of the State of CT Crumbling Foundations program 
  • Public Speaking & Community Outreach experience 
  • Ability to represent the agency at public & private meetings 
  • Work experience with Program/Project Management 
  • Budget oversight of a budget of a minimum of $1 million
  • Understanding of the State legislative  process 
  • Knowledge of Crumbling Foundations (proposed) legislation 8. working knowledge of MS Outlook, MS Word, Excel, PowerPoint and Teams.
