At the State of Connecticut, Department of Children and Families (DCF) Information Technology (IT) unit, our mission is to support the agency's mission of working to improve the lives of children, so they are healthy, safe, smart, and strong. 

DCF is in the midst of a project to build the CT-KIND, a federally compliant, Comprehensive Child Welfare Information System (CCWIS) for the State of Connecticut.  At this time, and in support of this major project, DCF is seeking to fill a Durational Project Manager in the role of a Legacy Application Development Manager within our Central Office, Information Systems division.  The anticipated duration of this position is four years; the annual salary will be in the range of $101,066 to $137,814. Easily accessible for all commuters, you'll find our Central Office at 505 Hudson Street in Hartford. This position is full-time, 40 hours per week, reports to Central Office, requiring a physical presence. Statewide travel is expected to any of the DCF sites or facilities and will be working out of Central office or other DCF site at the Director's direction.  

In this crucial role, the DPM Legacy Application Development Manager will be responsible for maintaining and supporting DCF LINK system, PowerBuilder, and Mainframe/Cobol Jobs until the time DCF fully decommissions LINK.  In an organization that believes technology supports good processes, this position ensures the business has the tools it requires to work operationally. The ability to manage multiple disciplines as well as support activities while keeping the business informed and engaged are essential skills utilized on a daily basis. The DPM Legacy Application Development Manager will have had experience in supporting Agile and ITIL processes and have experience in project management. The DPM Legacy Application Development Manager will have the opportunity to develop IT strategies, roadmaps, architectural systems and deliverables for the Agency and operational lines of business. They will advise on the feasibility of large-scale transformation and migration initiatives for all phases of programs from inception to completion. They will plan transformations across and within application portfolios and advocate technological application programs to achieve long-range objectives. As this is a business facing role, they will also have excellent communication skills and be able to quickly articulate progress to business users from line level to Agency Executives.

The ideal candidate will have:
  • a working knowledge common, multi-tiered application architectures and legacy modernization approaches
  • significant experience in managing Application services, with a high level of technical competence and a strong understanding of application processes
  • excellent management skills, providing leadership, coaching and mentoring
  • an exceptional sense of customer service needed to both provide an example for the team and to re-engage with the organization
  • experience with COBOL, PowerBuilder and DB2
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.

Note: For State Employees, this is interpreted to be two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency makes or conducts a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

EXAMPLES OF DUTIES

  • Plans, organizes and manages all legacy development activities.
  • Works with Modernization team to decommission and migrate all legacy apps.
  • Supports Agile processes are adhered to by application development team.
  • Plan, migrate, support, update a variety of applications and databases.
  • Identify and execute on continuous improvement of the existing applications support and quality assurance process.
  • Provide leadership and guidance to team members.
  • Ensures compliance with best practices in accordance with internal and external audit governing bodies.
  • Coordinates, plans and manages legacy decommissioning and maintenance projects.
  • Provides consultation on formulates short-term and long-term plans for managing support for Legacy applications.
  • Has accountability for development, quality, and coaching of staff.
  • Ensures the areas under the role are operating with a high degree of efficiency and consistency.
  • Provides professional and prudent communications working in a team environment with a diverse group of associates.
  • Works closely with IT Management team to deliver resources to projects in a timely and effective manner.
  • Regularly reports against project plans and objectives and ensures both IT senior management and the business are kept proactively informed of Application Support metrics.
  • Ensures collaborative working practices are implemented and encouraged by the team, across the team, and with business partners.
  • Responsible for regularly reviewing knowledge base articles are being searched and updated with current and correct information.
  • Maintains a strong ethical approach to vendors, customers, and staff which is aligned with the ethical principles of the company.

PREFERRED QUALIFICATIONS

Experience with the following:
  • Common, multi-tiered application architectures and legacy modernization approaches.
  • Performing Root Cause Analysis on system failures and building effective plans for mitigation and resolution.
  • Leading Application Monitoring, Application performance tuning and application performance metrics.
  • COBOL, PowerBuilder and DB2 Experience.
  • Agile Development practices.
