Introduction

DEEP's Bureau of Material Management and Compliance Assurance (MMCA) mission is to protect human health and safety and the environment from releases of hazardous materials, preventing releases through inspection, permitting and enforcement and ensuring corrective actions are taken to cleanup and minimize direct exposure to hazardous materials. 

The MMCA's Emergency Response and Spill Prevention (ERSP) Division has diverse responsibilities including:

  1. A 24-hour statewide emergency response program that responds to hazardous materials incidents including petroleum releases, chemical releases, and weapons of mass destruction (WMD) incidents, threats, and hoaxes; 
  2. A unit that supports emergency response operations and conducts soil and groundwater investigations to identify parties responsible for spills and enforces cleanups from underground storage tanks (UST's);
  3. A unit that manages post closure activities at state owned landfills;
  4. An Enforcement and Licensing Unit that regulates Marine Terminals, registers and inspects gas stations, and enforces PCB regulations; and
  5. A unit that ensures corrective action measures are taken to mitigate cleanups releases.
The ERSP is seeking to hire a Supervising Environmental Analyst to supervise the Enforcement and Licensing Unit. This position will provide supervision to a professional staff with oversight of marine terminal licensing, registering USTs, and enforcing UST, terminal, and PCB requirements. This full time position is based in Hartford, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

EXAMPLES OF DUTIES

Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; oversees preparation of environmental impact statements; directs administration of state and federal program budgets; supervises and coordinates special planning studies; identifies and describes state environmental goals and special problem topics; monitors and testifies at hearings; supervises and cooperates with consultants in project development; serves as agency representative at public and committee hearings and conferences; may prepare enforcement actions; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.

Duties specific to this position include:


This position will supervise staff performing  (i) enforcement, both field and office-based, of the UST, marine terminal, and PCB requirements; (ii) support for on-line UST notifications, fee payments, and account management; and (iii) license, inspect, preparedness, participate in drills for marine terminals.  Specifically, this involves the oversight, scheduling, assigning, training, evaluating, and determining the priorities of staff reviewing inspection findings  and enforcement documents  for conformance with applicable state and federal requirements such as the UST regulations, PCB requirements, and the terminal licenses , including hearings and court cases, and coordination with other agencies such as EPA, Attorney General’s Office, and U.S. Coast Guard; tracking compliance with enforcement actions; assisting with grant reporting for EPA; and obtain and maintain training and compliance with OSHA requirements and Department training policies for staff. This position also establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures, supervises review and analysis of enforcement actions and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; identifies and describes state environmental goals and special problem topics; monitors and testifies at hearings; serves as agency representative at public and committee hearings and conferences; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.


KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of environmental and policy analysis; considerable knowledge of environmental program planning principles and practices; knowledge of statistics; considerable interpersonal skills; considerable oral and written communication skills; research and organizational skills; ability to understand and interpret technical data; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.
Note: For State Employees this is interpreted at the level of Environmental Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

The preferred candidate will have: 


  • Knowledge of principles and practices in the areas of environmental science, environmental law, and DEEP enforcement policies and procedures;
  • Ability to interpret and apply laws and regulations related to environmental protection including those related to underground storage tanks (USTs), marine terminals, and PCBs, both state and federal;
  • Demonstrated leadership skills and abilities, including organizing, prioritizing, and assigning work;
  • Ability to utilize computer software including various databases and Microsoft Office products;
  • Ability to multitask;
  • Excellent organizational skills, ability to effectively organize technical and regulatory information;
  • Ability to review and write technical reports;
  • Knowledge of safety issues related to environmental fieldwork such as personal protective equipment (PPE);
  • Knowledge of and experience with DEEP policies and procedures regarding enforcement including the Enforcement Response Policy, Civil Penalty Policy, SEP Policy, and materials on the Department’s Enforcement Desk Reference;
  • Strong interpersonal skills and oral communication, including the ability to effectively communicate in person, on the phone, and in writing with a variety of constituents including the public, the regulated community, and other agencies regarding regulatory and technical  issues;
  • Knowledge of methods used to collect environmental samples such as soil samples, surface water, and well sampling, as well as product sampling.
  • OSHA 40 hr training is a plus.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
