The Bureau of Central Services, Financial Management Division currently has a job opportunity for a Fiscal/Administrative Manager 2 {BU}. This position will report directly to the Chief of Fiscal/Administrative Services 1 and will be responsible for management of the full range of functions within the Department's Financial Management Division.  This position will not only assist the CFAS 1 in general fiscal management, but will take on the CFAS 1’s responsibility to specifically manage Grants and Budgets.  This position will manage the budget preparation and submission, accounting and financial reporting and revenue and expenditure analysis.The manager will coordinate program goals and objectives with program offices and act as liaison to our federal partners and stakeholders. The individual will evaluate staff and develop work and training plans. The individual will manage internal financial software and its interface with Core-CT and other federal reporting software. The position will be instrumental in coordinating and developing an internal audit workgroup and function insuring compliance with regulatory and statutory requirements.

 

This position is full-time, 40 hours per week, Monday – Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex and voluminous fiscal and administrative functions with major emphasis on fiscal administration.

EXAMPLES OF DUTIES

Supervises the staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis; coordinates, plans and manages activities; formulates program goals and objectives; develops or assists in development of related policy; reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures; acts as liaison both internally within the state and externally; evaluates staff; directs budget management function; maintains contacts with individuals both within and outside of unit who might impact on program activities; advises agency head regarding fiscal and administrative matters; assists EDP experts in planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial records, reports and analyses; prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; in addition to directing fiscal/administrative functions may direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping; in a facility or institution, in addition to the above, may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies; may direct a program of internal and/or external audit; performs related duties as required.

Duties specific to this position include:

The position will be responsible for the development and management of the Agency's Capital Budget across sixteen programs and an unallocated authorization balance of over $600M beginning the current fiscal year. The position will oversee the Clean Water Fund Program, which is one of the State's largest infrastructure program with over $3B in state financing for municipal infrastructure. This critical position will coordinate bond related financing on behalf of the Office of Policy and Management for STEAP, Urban Act and Special Act Projects. The position will be directly responsible for ensuring compliance with federal and state statutes and regulations, management of appropriated fund budgets and audits, managing procurements, coordination and contract compliance, tax compliance, coordination of CWF revenue bond sales, position approval and other financial transactions. In addition to these roles, the individual will manage financial compliance and reporting of $8B Public Utility Control receipts and its integration into new docket E-Filing software. The individual will manage the annual PUC Budget Assessment and financial oversight of all Energy related programs including APO responsibilities for Siting Counsel and Consumer Council.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; considerable ability in preparation and analysis of financial and statistical reports; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional level staff.

For state employees, this is the level of Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

NOTE ON UNCLASSIFIED APPOINTMENTS: Appointments to the Unclassified Service will be made in accordance with sections of the Connecticut General Statutes related to the specific positions.

PREFERRED QUALIFICATIONS

The successful candidate will possess:  

• Experience in being collaborative with verbal and written communication skills and be able to communicate effectively across all levels of the organization in a clear and concise manner;

• Demonstrated ability to read, interpret and understand written material; especially financial and operational documentation, including financial statements and reports, investments, policies and procedures;

• Experience developing program goals, procedural guidance and training documents for direct reports and other agency personal;

• Experience in utilizing Core-CT General Ledger data & Microsoft Office to prepare work product and presentations by effectively using the functions included to sort, analyze and present information in the development of budgets, annual GAAP reports and draft responses to audit findings;

• Demonstrated ability to work in a lead role in either an individual or team environment and to establish and maintain cooperative relations with superiors, associates, subordinates and general public;                                                              

• Strong attention to detail & accuracy.
