The Department of Administrative Services (
DAS) is seeking candidates for a Workers' Compensation Claims Supervisor (Principal Human Resources Specialist) position in Hartford, CT to lead a claims team within the workers' compensation functional area!  

This position is part of Human Resources Centralization in efforts to modernize its HR structure as required by Executive Order 2, signed by Governor Lamont.

The Role
You will be responsible for the handling/processing of claims for assigned agencies. Thorough knowledge of workers' compensation laws and claims processing is required. Reporting directly to the Statewide Human Resources Program Manager you will be responsible for processing Workers' Compensation claims for assigned agencies within the State of Connecticut. 

Additionally you will:

  • ensure your staff is trained and developed to meet the goals and needs of the department; 
  • may be required to meet with collective bargaining representatives to discuss their member’s workers compensation claims; 
  • interact and coordinate with the State of CT Third Party Administrator; 
  • run CORE-CT reports relative to workers’ compensation and OSHA recordkeeping; 
  • have a working knowledge of Microsoft Excel; 
  • and overall, supervise your staff’s interaction with the Third Party Administrator, medical providers, attorneys, and Agency representatives to coordinate return to work for injured workers. 
The teams will be organized by groups of agencies to optimize agency familiarity, grow relationships and improve efficiency.

Position Details
Location: 450 Columbus Blvd, Hartford, CT
Hours: Full-time, Monday-Friday, 40 hours per week.

Note: For minimum qualification purposes, Workers’ Compensation experience is interpreted as Human Resources experience in the State of Connecticut.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services (DAS), this class is accountable for acting as a working supervisor or for performing highly complex activities within a specialized service delivery team or a unit with statewide impact.

EXAMPLES OF DUTIES

  • Implements program policies and operational procedures;
  • Interprets, administers and ensures compliance with workers’ compensation and human resources policies and procedures;
  • Processes human resource workers’ compensation-related records and transactions in a high volume claim environment;
  • Communicates with agency human resources partners, bargaining unit representatives and other stakeholders to ensure cooperative relationships;
  • Implements and may assist in developing training programs for staff;
  • Work within the human resource information systems;
  • Processes workers' compensation claims;
  • Analyzes and resolves problem situations and takes or recommends appropriate action;
  • Ensures adherence to collective bargaining agreements for workers’ compensation;
  • Reviews medical reports as needed;
  • Attends hearings;
  • Attends file reviews;
  • Interacts with all relevant parties to return injured workers to light or full duty;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of: human resources management and relevant state and federal laws, regulations, policies and procedures;
  • Knowledge of: employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation, human resources information systems and labor relations;
  • Considerable: interpersonal skills, oral and written communication skills  and conflict resolution skills;
  • Considerable ability to: supervise and lead team to accomplish goals and objectives; analyze and balance partners need with laws, regulations, policies, procedures and collective bargaining agreements;
  • Ability to: strategically plan, including succession planning, and ability to apply innovative solutions to organizational problems and supervise.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full working level in human resources management.  

For state employees, this is interpreted at or above the level of Human Resources Specialist or Human Resources Generalist 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in human resources management, labor relations, business administration, public administration, or closely related field may be substituted for one (1) additional year of the General Experience.

3. A law degree may be substituted for two (2) additional years of the General Experience.

PREFERRED QUALIFICATIONS

We'd love to hear from you if you possess:

  • Previous supervisory experience managing personnel;
  • 3 years of full time workers’ compensation experience in the capacity of claims processing or handling;
  • 3 years of workers’ compensation experience attending claim reviews;
  • 3 years of workers’ compensation experience in the capacity of working with a third party administrator or insurer;
  • 3 years of experience interacting with external personnel involved in workers’ compensation claims;
  • Experience attending workers’ compensation claims hearings.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
