The State of Connecticut, Freedom of Information Commission (FOIC) is currently recruiting for a motivated and talented candidate for our Human Resources Generalist 2 position. This position is 40 hours per week (full-time, Monday-Friday) and located at 18-20 Trinity Street, Hartford. Must be flexible to meet the agency needs and travel may be required.
The incumbent of this position will be the sole human resource representative and affirmative action officer to the Freedom of Information Commission, State Elections Enforcement Commission, and The Office of State Ethics and will be accountable for independently performing a full range of complex professional duties related to human resource management as well as preparing the Affirmative Action plan.
The candidate selected to fill this position will be a business partner for these agencies and will work directly with managers, supervisors and employees to develop and provide solutions to workplace issues, while supporting and optimizing the operating principles of the agency.

In the Department of Administrative Services, this class is deployed at an agency and is accountable for independently performing a full range of human resources duties as an agency business partner.
In a state agency outside of the State's centralized Human Resources structure, this class will be accountable for independently performing a full range of human resources and other related duties.
One (1) year of the General Experience must have been at the junior working level in human resources management.
For state employees, this is interpreted at the level of Human Resources Generalist 1 or Human Resources Associate.
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in human resources management, labor relations, business administration, public administration or other closely related field may be substituted for one (1) additional year of the General Experience.
