Introduction

The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Processing Technician in the Records Retention Unit in Newington.  This position is first shift, 7:30 – 4:00 pm, 40 hours per week, Monday through Friday. This position assists with other offices within the Support Services unit, which will require traveling.

The individual in this position will act as the Records Management Liaison Officer (RMLO) to coordinate records management activities for the agency and to serve as liaison with the Office of Public Records Administrator. This includes: Implement and maintain DOT’s records management program; Create internal guidelines for maintaining and using agency records and disseminate records management information to agency personnel; Conduct regular reviews of existing agency records schedules; Identify out-of-date and inaccurate schedules; Prepare and submit Agency specific Records Retention Schedule (RC-50); Prepare and review RC-108 Records Disposal Authorization forms for the destruction of official agency records; Ensure adherence to legal requirements as they relate to records retention; Coordinate the disposal of records authorized for destruction; Lead lower level employees in records inventories; Maintain control files of records retention schedules, disposition authorizations and record transfers. Coordinate the implementation of records technology; Coordinate transfers on inactive records to the State Records Center or other public records storage facilities; Coordinate transfers of permanent/archival records to the State Archives; Identify areas of need and provide staff training.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in carrying out and maintaining a complex clerical processing service having a statewide impact. Services which have a statewide impact are defined as services which directly reach and assist members of the general public.

EXAMPLES OF DUTIES

The individual in this position will lead lower level employees and be responsible and accountable to manage the day-to-day operations of the Department’s Records Center program.

Duties include but are not limited to the following: Directs the storage and security of records; Performs records maintenance activities including sorting, shelving and shifting of materials; Performs the proper handling/labeling of boxes to be stored at the Record Center; Performs data entry on the Records Retention Center database; Performs the digitization of records via scanning large volumes of various records including oversized maps, construction drawings, projects, shop drawings and vouchers, etc. using wide format and standard scanners; Performs lifting/shelving of boxes and proper handling of other oversized records; Identify and retrieve records requested by internal and external customers; Secure, identify, maintain, and retrieve records related to litigation holds and FOIA requests; Correspond and communicate effectively with DOT units related to the identification of records, routine storage requests, record location identification, the destruction authorization process, etc.; Create and update manuals and procedures.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of office systems and procedures; interpersonal skills; oral and written communication skills; ability to compose effective correspondence and forms; ability to read, comprehend and apply laws, regulations, and procedural guidelines; ability to organize and coordinate workflow; ability to articulate ideas and information effectively; ability to perform research assignments; ability to devise and maintain record keeping and filing systems; ability to examine documents for accuracy and completeness; ability to operate office equipment including personal computers, computer terminals and other electronic equipment; ability to operate office suite software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years' clerical work experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved a full range of clerical duties as an Office Assistant, Interpreter Clerk or its equivalent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

• Experience in a Records Management setting
• Experience interpreting state statutes
• Experience working independently and exercising independent judgement
• Customer service experience
• Experience communicating with internal and external customer
• Experience with Microsoft Office and other Record Management software
