Introduction

The State of Connecticut Office of the State Treasurer (OTT) is recruiting for a Debt Management Specialist in our Debt Management Division.  The Debt Management Division is responsible for the issuance, management, and accounting for the State's several bonding programs.  This is a full time (40 hours, Monday - Friday) position centrally located in Hartford, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer, this class is accountable for acting as a specialist on financial matters relating to the management of the State's borrowing program.

EXAMPLES OF DUTIES

Acts as a specialist in the development of debt policy for one or more of the State's borrowing programs; coordinates structures and schedules for debt offerings of State and State related borrowers including quasi-public agencies, as appropriate; interfaces with the Office of the State Comptroller, the Office of Policy and Management and other State agencies involved in the debt issuance process, internal and external auditors as related to debt management issues; manages short-term borrowing program; monitors cash and bond accounts and any earnings for compliance with United States Treasury regulations; monitors ongoing compliance of state debt programs including disclosure and legal requirements; responds to inquiries from financial analysts, bond holders, rating agencies and citizens on state debt matters; develops administrative policies and coordinates professional contracts with tax experts including verification agents and law firms that assist the State in critical areas of tax law compliance; monitors outside financial and legal consultants on various financing program issues; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the principles and practices of public administration; considerable knowledge of the principles and techniques of government finance, accounting, budgeting and tax-exempt regulations; knowledge of database management systems for financial reporting; considerable oral and written communication skills; interpersonal skills; considerable ability to manage and direct work groups; considerable ability to accurately analyze financial issues and complex derivative and investment products and to develop effective courses of action; considerable ability to develop and implement creative and innovative responses to a changing financial and legal environment; ability to communicate ideas both orally and in writing.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional level experience in financial management involving the preparation, organization and completion of complex financial transactions and the design and implementation of investment strategies.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have involved the coordination of various parties involved in executing bond issues or financial transactions of a complex nature.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business management or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in accounting, business management, finance, economics or public administration may be substituted for one (l) additional year of the General Experience.

PREFERRED QUALIFICATIONS

(1) Experience in financial management involving the preparation, organization and implementation of complex financial transactions to meet policy goals.  Experience developing and managing a bond program, pricing and marketing bonds, making rating agency presentation or experience in investment banking.  Experience preparing financial reports, official statements, enabling bond legislation and reviewing bond documents. 

(2)  Experience in leading the design and implementation of loan programs, bond indentures, investment policies and other strategies to meet program goals.  Experience using computer spreadsheets, loan cash flow models, or other computer applications for financial analysis.  Experience evaluating economic conditions influencing bond markets. 

(3)  Experience coordinating various parties and setting timetables involved in executing bond issues producing major reports or other complex financial transactions.  Experience leading inside and outside professionals in completing time sensitive transactions with successful results.

(4)  Experience managing debt service budgets for bond issuance programs, managing accounting and reporting systems, and in producing management reports from accounting information.  Experience managing requests for proposals or other vendor procurement and contracting processes.  Experience with regulatory compliance with Internal Revenue Service and other regulations for tax exempt municipal bond issuance including in arbitrage compliance and reporting, managing accounts, auditors, tax lawyers and other professionals contracted to assist in the preparation of financial statements, tax law compliance or other regulatory compliance. 

(5) Excellent oral and written communications skills and experience is drafting and interpreting state statutes relative to fiscal matters and bonding authorizations.
