Introduction

The State of Connecticut Department of Developmental Services (DDS) - North Region - Currently has one (1) Full-time job opportunity for a Developmental Services Supervisor of Case Management in the Individual and Family Support (IFS) Division based out of the East Hartford Office.

This is a 40-hour per week position with work schedule as follows:
Monday - Friday:
8:00am - 4:30pm
Regular Days Off: Saturday & Sunday
However, must be flexible in order to meet the needs of the agency.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Developmental Services, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator’s license.

  • Must have the ability to flex schedule into the evening in response to consumer needs and emergency situations.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Developmental Services and Social Services, this class is accountable for supervising Developmental Services Case Managers or Social Workers in a region or training school.

EXAMPLES OF DUTIES

The Supervisor of Case Management is accountable for supervising between 11-14 Case Managers or Social Workers, covering East Hartford, Greater Hartford and Windham County. The supervisor schedules, assigns, oversees and reviews the work of case managers, provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development on policies and standards; acts as liaison with other operating units; agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; secures information concerning latest developments and trends in intellectual disabilities and updates case managers accordingly; explains departmental programs; policies and procedures to workers, individuals and the public; consults with or advises staff to consult with psychological and multi-disciplinary personnel as appropriate; observes inter-disciplinary team meetings to insure compliance with DDS policies and utilization of good team process skills; makes assessments of existing resources serving individuals; provides oversight and assists with developing and processing budgets in order to collect reimbursements from Medicaid; monitors annual LON assessments, Individual plans, TCM notes, and QSR’s for case managers caseloads; assists in administration, monitors and audits the region’s participation in federal reimbursement programs, such as Medicaid Targeted Case Management (TCM), the Medicaid Home and Community Based Waiver Program, and the Individual and Family Support Waiver program; may represent facility in any legal proceeding involving individuals; performs related duties as required. Must possess considerable knowledge of the following: relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; intellectual disabilities case management policies; knowledge of and ability to perform clinical assessments; social problems resulting from intellectual disabilities and methods for dealing with those problems; inter-disciplinary approach to program planning; public and private resources for persons with intellectual disabilities; relationships between facilities for persons with intellectual disabilities; community agencies, courts and health facilities. Familiarity with automated data systems; consideration interpersonal skills; considerable oral and written skills; supervisory ability

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of intellectual disability case management practices; considerable knowledge of social problems resulting from intellectual disability and methods for dealing with those problems; considerable knowledge of inter-disciplinary approach to program planning; knowledge of public and private resources for persons with intellectual disability; knowledge of relationships between facilities for persons with intellectual disability, community agencies, courts and health facilities; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability; ability to utilize computerized software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

The General Experience is defined as one of the following:

1. A Bachelor's degree that meets the eligibility criteria for certification/designation as a Qualified Intellectual Disabilities Professional as set forth in federal regulations and interpretive guidelines and three (3) years of professional experience providing case management or casework services to an assigned caseload of individuals.

OR

2. A Master's degree that meets the eligibility criteria for certification/designation as a Qualified Intellectual Disabilities Professional as set forth in federal regulations and interpretive guidelines and two (2) years of professional experience providing case management or casework services to an assigned caseload of individuals.

NOTE: A degree that meets the eligibility criteria for certification/designation as a Qualified Intellectual Disabilities Professional (QIDP) is a degree in the field of human services, healthcare or education including but not limited to: nursing, psychology, rehabilitation counseling, special education or sociology.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been providing case management or casework services to persons with intellectual disability.
NOTE: For State Employees this is interpreted at the level of Developmental Services Case Manager.

PREFERRED QUALIFICATIONS

  • Case Management experience with working with individuals with intellectual disabilities.

  • Supervisory experience or a mentor role.

  • Experience with computer software and tracking systems.

  • In addition to running reports, must have experience reviewing, analyzing and applying outcomes for staff performance appraisals.

SPECIAL REQUIREMENTS

1. Must be eligible for certification as a Qualified Intellectual Disabilities Professional as required by Federal regulations.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
3. Incumbents in this class may be required to travel.
