Your Role
The Bureau of Enterprise Systems and Technology (BEST), is seeking a Messaging Services Team Lead (IT SME) to join us in our Unified Communications Divisions. In this role you will provide technical expertise to our Messaging Services Team, comprised of statewide applications and tools for Email, Secure Email, Mail Gateway, Email Security, and Email Platform.

Additionally, the state is embarking on introducing new products and services to migrate to a cloud based Email service model under a new statewide agreement.

You will be responsible for the care, maintenance, improvement and support of the email and messaging environment. The environment is a hybrid configuration consisting of on-premises Microsoft Exchange and O365 Azure-based cloud email.

Hours: Monday- Friday, 35 hours per week

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency supporting a highly complex Information Technology (IT) environment this class is accountable for functioning as a Subject Matter Expert in one of the following functional IT areas: networking, security, systems development, systems programming or database administration. This class also provides technical leadership and consultation in the areas of architecture, application design, systems programming, system integration, and/or database management OR the analysis, development and operational support of highly complex technologies affecting multiple infrastructure areas.

EXAMPLES OF DUTIES

Responsibilities include but are not limited to:

  • Planning, designing, installing, configuring, patching, maintaining, supporting and optimizing all on-premises Exchange related hardware & software.
  • Providing support for our Exchange Online Tenant including migration from our on-premises environment to the cloud environment.
  • Planning and executing migration duties for all state agencies to bring all email into a single comprehensive online Microsoft Tenant.
  • Leading messaging projects, software upgrades, architecture changes and implementation of new components within the environment.
  • Designing and maintaining the Exchange Architectural/user documentation including server build documentation and related inter-networking diagrams.
  • Developing and documenting processes and procedures for Office 365 and associated Office Systems and assisting with the roadmap.
  • Assisting with technical training and guides and mentors less experienced staff.
  • Developing custom PowerShell scripts for automation, redundant task, reporting, monitoring, etc.
  • Fixing Messaging issues, working in collaboration with other relevant IT areas and vendor support towards a quick and effective resolution.
  • Resolving complex routing problems in a heterogeneous messaging environment.
  • Resolving Tier-2 and Tier-3 tickets related to messaging and collaboration systems.
  • Maintaining the development, test and production environments.
  • Building an understanding of current technical Office System architecture and all aspects of the architecture life cycle.
  • Maintaining familiarity with general infrastructure, cloud platforms, and application hosting options with a detailed understanding of their service area within the Office Systems domain.
  • Understanding information systems requirements and incorporates these requirements into Office 365 and related Office solutions.
  • Supporting tests on new technologies that have potential impact of Office 365 and potential for use in Office Systems environment.

    KNOWLEDGE, SKILL AND ABILITY

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of experience in infrastructure systems support, programming, database administration, systems/software development, networking or technical support.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been performing advanced technical level duties or as a working supervisor in one of the following areas:
    1. Designing, configuring and implementing complex networks.
    2. Configuring, installing and upgrading host based applications packages and host and/or operating system software.
    3. System software/application development.
    NOTE: For state employees this is interpreted at the level of Information Technology Analyst 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
    2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    The successful candidate will possess:

    • Experience with O365 Tenant Administration
    • Experience with Windows Server Active Directory
    • Experience with Azure Active Directory Connect
    • Experience with Microsoft Identity Manager Synchronization Services
