The State of Connecticut, Department of Social Services (DSS), is recruiting for a dynamic IT Analyst 3 to work in our Management Information Systems Unit. This is a full-time (40 hours per week), Monday through Friday position. We are located in Hartford, CT, which is easily accessible to all major highways.

We are looking for someone with:

  • Strong customer service focus.
  • Knowledge of System Development Life Cycle (SDLC).
  • Knowledge of conceptual, physical and logical data modelling concepts (dimensional and relational).
  • Experience in SharePoint Development.
  • A solid understanding of Enterprise Content Management systems, their components and architecture.
DSS delivers and funds a wide range of programs and services as Connecticut’s multi-faceted health and human services agency. DSS serves about 1 million residents of all ages in all 169 Connecticut cities and towns. We support the basic needs of children, families, older and other adults, including persons with disabilities. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support.

EXAMPLES OF DUTIES

  • Collaborate with the Bureau of Enterprise Systems and Technologies (BEST) teams for infrastructure and data center support.
  • Perform predictive analytics and predictive modelling to implement creative business IT solutions for reporting needs.
  • Design databases and data warehouses.
  • Perform analysis, monitoring, auditing and forecasting of business needs to determine the metrics driven approach for measuring KPIs.
  • Develop, review, and monitor policies, standards and procedures that assist the selection, utilization, development, and implementation of metrics needs for the agency.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in one of the following areas:
1. Assisting in the design, implementation and management of a major communications network.
2. Providing technical and administrative support for a wide area network (WAN) or mini-computer system.
3. Assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software.
4. Participating in the design and development of system applications.
5. Serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Strong experience in programming and developing applications and software using Java.
  • Solid experience with crafting reports, dashboards, heat and geographic maps with drill-down and drill-through capabilities.
  • Experience with medium to large size application development projects across multiple agencies with an enterprise approach.
  • Experience in crafting and optimizing performance on reports.
  • Experience with performing ETL functions.
  • Strong written and verbal communication skills.
  • Experience with shared infrastructure and applications to improve information system flow without duplication or diversion from IT strategies.
  • Solid experience in documenting process and business requirements.
  • Experience in configuring, developing and customizing SharePoint.
