In this role you will:

  • Be responsible for running a 386 bed, behavioral health hospital located on two campuses, in Middletown and Hartford;
  • Provide leadership in the planning, development and directing of all clinical, administrative and support services programs in accordance with policies and procedures established by the Commissioner;
  • Ensure that the hospital is at all times aligned with current state and federal guidelines;
  • Provide the necessary leadership required to maintain accreditation by regulatory bodies such as the Joint Commission and the Centers for Medicare and Medicaid Services;
  • Directs preparation of budget in conjunction with department heads.

Selection Plan

Located primarily in Middletown, at the CVH, this is full-time, (40) hour per week position. The work schedule is as follows: Monday through Friday: 8:00 am to 4:30 pm, with on-call and on-site responsibilities.  The position will require travel throughout the State.

The hospital is comprised of approximately 1,200 employees across two divisions:

  • Addiction Services Division (ASD) offers inpatient services and provides two levels of care: Acute detoxification provides care for individuals who are experiencing acute withdrawal from substances. Residential rehabilitation is available for those who need structure and education in order to start their recovery process;
  • General Psychiatry Division (GPD) offers inpatient services to individuals with mental illness to assist them to better manage their illnesses, achieve personal goals and develop skills and supports that lead to living the most constructive and satisfying lives possible.  The specialist units include Young Adult Services, ABI-TBI and Gero-Psych.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Correction, this class is accountable for developing and directing the clinical and administrative programs and operations.

SUPERVISION EXERCISED

Directs the clinical and administrative programs and operations of the facility or community mental health center.

EXAMPLES OF DUTIES

Plans, develops and directs clinical and administrative program in accordance with policies established by Commissioner; participates in planning and development of mental health systems; participates in policy and subcommittee meetings; presides at administrative conferences with department heads to formulate policies to meet needs; develops and monitors programs; confers with visitors, relatives and professional consultants regarding patients/clients and agency practices; insures conformance of all procedures and programs with statutory laws governing patients/clients with mental illness; directs preparation of budget in conjunction with department heads; directs and coordinates with department heads tasks necessary to maintain accreditation by Joint Commission on Accreditation of Hospitals; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of behavioral health policies and systems; considerable knowledge of principles and practices of public and/or health care administration; considerable knowledge of managed health care systems; considerable knowledge of mental health program planning and development; knowledge of quality assessment and/or improvement techniques and accreditation body standards; considerable oral and written communication skills; considerable ability to collaborate within department, state, community and agency constituent groups; ability to analyze fiscal data and prepare budgets.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree or higher in a health related field and at least seven (7) years of managerial experience in hospital, health, or mental health administration.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess:

  • Due to high visibility of the position and the functional role, candidate must possess superior verbal and written communication skills and be comfortable with public speaking;
  • Masters in Business Administration and/or Masters in Health Administration.

SPECIAL REQUIREMENTS

1. Incumbents in this class will be required to travel.
2. Incumbents in this class will be required to possess the appropriate current license in one of the following areas: clinical social worker, marital and family therapist, professional counselor, registered nurse, clinical psychology, alcohol and drug abuse counselor, medicine or psychiatry.
