Introduction

The State of Connecticut Department of Developmental Services (DDS) - North Region - ccurrently has one (1) full-time job opportunity for a Developmental Services Assistant Regional Residential Manager based in the East Hartford Office.   

This is a forty (40) hour per week position with work schedule as follows:
Monday thru Friday - 8:30am - 5:00pm

Regular Days Off: Saturday & Sunday

However, must be flexible with approval to meet the needs of individuals and families, including occasional evening and weekend hours.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for assisting the Developmental Services Regional Residential Manager in the implementation and management of programs for individuals in agency community and campus residential settings or in the development and management of contracts for private community living arrangements.

EXAMPLES OF DUTIES

Assists Residential Manager in planning, coordinating and managing activities of the CCH program. The CCH program provides oversight to approximately 155 individuals in approximately 130 licensed CCH homes.  Assists in development of policies; schedules, assigns, trains  and reviews work of staff on the CCH team. Positions to supervise are Technical Assistants, Resource Compliance Coordinators, a Quality Monitor, Behaviorists, Case Managers and Nursing supports. Provides oversight of private agency contracts and monitors supports and services in CCH homes.  Attend CCH statewide meetings and works on project development and implementation of CCH policy and procedures, may oversee interdisciplinary team process and/or development of an individual plan for individuals residing in the program. Ensures protection of individual’s quality of life by monitoring program compliance and environmental safety issues.  Manage emergencies in CCH settings and assist the region with emergencies in other divisions. Monitors Licensing Statement of Deficiencies and provide assistance with the Plan of Correction process through an on line E-Licensing system.  Assist with recruitment activities, screen referrals for appropriate matches in CCH homes.  May conduct home studies, and participate on site visits.  Attend statewide and agency meetings as necessary.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of theory and methods used in dealing with personality and emotional development problems of individuals with intellectual disabilities particularly with concerns about how these are dealt with in a residential setting; considerable knowledge of how to establish, maintain and change residential systems and programs of care for individuals including ICF requirements; considerable knowledge of ancillary needs of a residential program; knowledge of and ability to apply management principles and techniques; knowledge of relevant State and Federal laws, statutes and regulations; knowledge of interdisciplinary approach to program planning; knowledge of human rights of individuals with developmental disabilities; knowledge of scope of services provided by major disciplines including psychology, social work and medicine for individuals with intellectual disabilities; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a supervisory capacity in a residential program for individuals with intellectual disabilities in a direct care or clinical services setting at the level of Developmental Services Residential Program Supervisor 1, Psychology Associate Specialist, Developmental Specialist 2 or Qualified Intellectual Disabilities Professional.

PREFERRED QUALIFICATIONS

• Experience supervising staff in a licensed or ICF residential setting for Individuals with Intellectual Disabilities.
• Experience sitting on Interdisciplinary Teams, handling placements of individuals with ID in group homes or CCH settings.
• Experience with the application of individual entitlements in a licensed setting.
• Experience with public speaking, organizing fundraising events and recruitment.
• Preference will be given to candidates who have strong computer skills and interpersonal skills.
• Good verbal, written and communications skills
• Preference will be given to candidate who has experience working effectively with community agencies and hospitals.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess a current license or certificate to practice the speciality in Connecticut. This requirement applies to those specialities requiring a license to practice by statute.
2. Incumbents in this class may be required to travel.
