Introduction

The Department of Administrative Services (DAS) is seeking a dynamic and collaborative leader with human resources (HR) knowledge and proven success for delivering creative programs in a vast organizational setting to become the first Chief Human Resources Officer for the State of Connecticut Executive Branch.

The Chief Human Resources Officer will serve as a Deputy Commissioner reporting directly to the Commissioner of DAS. In this key role you will provide senior leadership and direction to a centralized human resources operation, responsible for overseeing of all aspects of HR, Equal Employment Opportunity, Workers Compensation and payroll services of executive branch agencies.

The overall objectives and responsibilities of this role include but are not limited to:

  • establishing clear objectives across the HR division and ensuring strategies align with the State’s overall strategic objectives;
  • advising and providing broad scale solutions to the State’s Executive Leaders in ensuring business strategies are being achieved;
  • implementing a centralized HR environment for the Executive Branch while ensuring services to employees and agencies are administered in an effective and efficient manner;
  • ensuring HR practices are consistent and in compliance with federal and state laws, regulations and union contracts;
  • developing high performing and strong partnerships throughout the HR Division to identify gaps, risks, standard methodologies, share knowledge and work together on continuous process improvements and efficiencies;
  • owning the day-to-day operations of the HR Division;
  • continuously researching new theories, best practices/trends of effective HR administration that will improve the performance and productivity of services. 

DAS houses a number of distinct programs that comprise the business functions of state government, including information technology, human resources, procurement, facilities and real estate, construction services, fleet, workers compensation and more.

This position is located in Hartford, CT, but requires statewide travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Serves as a Deputy to the Commissioner of Administrative Services assisting in the administration of departmental activities as provided by Section 4a-2 of the Connecticut General Statutes.

PREFERRED QUALIFICATIONS

  • Minimum of ten (10) years of working experience in public human resources management with at least three (3) years in a senior human resources role, preferably working as a Director of a Human Resources Department;
  • A Bachelor’s degree in personnel or public administration, human resources management, industrial/organization psychology or closely related field may be substituted for four (4) years of the working experience;
  • A Master’s degree in personnel or public administration, human resources management, industrial/organization psychology or closely related field or a law degree may be substituted for one (1) additional year of the working experience.
  • Experience and understanding of compliance, diversity and inclusion principles;
  • Experience in a centralized-decentralized human resources model;
  • Experience leading an organization in a unionized environment;
  • Experience in change management, including leading change, strategic planning and implementation of organization wide initiatives;
  • Experience in operational improvement including modernization of human resources delivery to drive and improve organizational effectiveness;
  • Experience in policy formulating, development and execution of key human resources strategies and procedures;
  • Knowledge of federal and state laws related to employment, equal employment opportunity and benefits;
  • Experience and knowledge of the principles and procedures of recruitment, selection, training, compensation, benefits, labor relations, human resources information systems, and payroll;
  • Workplace Conflict skills to resolve challenges in a positive and constructive manner.
