Introduction

The Department of Mental Health and Addiction Services seeks a qualified individual for a Clinical Education Specialist (Psychiatric) position.  POSITION #119525. LOCATION: Middletown, CT. Work schedule: This is a full-time forty (40) hours per week position, 8:00 PM - 4:30 PM. M-F, with travel required.     

This position is primarily responsible for planning, developing, and executing training for professional staff, para-professional staff, and student interns. Will develop curriculum and deliver training on behavioral health topics. Will author self-directed web-based training. Will determine educational needs by collaborating with DMHAS state-operated and state-funded programs and training participants. Recruits content experts to develop both instructor-led and self-directed web-based trainings. Develops course catalogs and course schedules. Develops training evaluation tools and reviews and analyzes results. Completes applications for continuing educational credits for a variety of professional disciplines. Ensures that trainings meet federal block grant goals and The Joint Commission goals and requirements. Consults and advises staff on certification and licensing requirements and other issues. Prepares reports and completes related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction and Mental Health and Addiction Services, Central Office, this class is accountable for the planning, evaluation and coordination of a diversified interdisciplinary educational program for professional and paraprofessional health care personnel.

EXAMPLES OF DUTIES

Plans, develops, executes and evaluates an integrated theoretical and clinical programs for professionals, paraprofessionals and health profession students; reviews and revises programs according to changing concepts, objectives and teaching methods; determines educational needs of staff by direct observation, surveys and The Joint Commission mandated requirements; participates in curriculum development conferences and accreditation visits; submits individual progress reports on students to their schools; initiates, processes and monitors agreements with affiliating schools or hospitals; acts as a consultant to other agencies on development of programs for students; maintains a master schedule of all educational programs; intervenes in and resolves crisis situations with students; participates in preparation and implementation of budget for educational functions; participates in developing, obtaining and implementing federal grants for staff development programs; recruits professionals for employment in facility; makes decisions regarding acceptance, retention and certification of paraprofessional trainees enrolled in pre-service training; participates in survey and research activities; prepares oral and written reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of health care in the appropriate parenthetical title; considerable knowledge of curriculum development, test construction and program development; considerable knowledge of teaching, counseling and evaluating techniques; knowledge of new trends and developments in treatment; knowledge of dynamics of individual and group behavior; knowledge of selection techniques; considerable interpersonal skills; considerable oral and written communication skills; interviewing skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of professional experience in a health care facility in the specialty designated by the parenthetical title.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional capacity with the major portion of duties teaching in the appropriate specialty.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. A Bachelor's degree may be substituted for one (1) year of the General Experience.
  2. A Master's degree in education, nursing or a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to possess and retain a license as a registered professional nurse in Connecticut.
  2. Incumbents in this class will be required to travel.
