Introduction

The Department of Revenue Services is seeking to reclass one (1) DRS employee to a Revenue Examiner 4, to oversee supervisory responsibilities of the BETA unit in the Audit Division.  This opportunity is available to permanent employees only, who meet all of the Minimum Qualifications outlined below, and is contingent on final approval by DAS and OPM.

This is a full-time, first shift position located at 450 Columbus Blvd., in Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Labor or Revenue Services field and office examination units or districts, this class is accountable for supervising examination, investigation and clerical staff.

EXAMPLES OF DUTIES

Schedules and assigns audits based on availability and experience levels of examiners; monitors audits in process and provides technical assistance to examiners as needed; reviews field audit and investigative reports to ensure correct procedures have been followed and audit findings are valid; provides staff training and assistance; conducts performance evaluations; develops or makes recommendations on development of policies and procedures; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; maintains audit contact files and reconciles them to production and inventory control reports; investigates and visits taxpayers when necessary to answer complaints and inquiries; conducts informal conferences with taxpayers where disputes have arisen over audit findings; reviews assessments prior to billing; attends formal hearings; reviews and evaluates weekly time production reports; prepares reports on unit activities, audit and assessment production and other necessary statistical reports for management; conducts examinations in addition to supervisory responsibilities; utilizes EDP systems for financial records, reports and analysis; may recommend changes in existing legislation and assists in preparation of proposed legislation; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of accounting and auditing; considerable knowledge and understanding of appropriate tax statutes; knowledge of effective office practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand, interpret and apply tax law; considerable ability to analyze complex accounts, tax reports and financial statements and records; ability to utilize EDP systems for financial analysis and management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the professional working lead level involving the interpretation and application of tax law and fiscal principles.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
3. Examination requirements met in any of the following may be substituted for one (1) year of the General Experience: Certified Public Accountant, Certified Internal Auditor or Certificate in Management Accounting.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
