PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut, Storrs and the Department of Developmental Services, Southbury Training School this class is accountable for performing highly skilled wastewater analyses at a Class III or higher Wastewater Treatment Plant with a design flow rate of at least 0.3 million gallons per day (MGD) and assisting a Wastewater Treatment Plant Supervisor in the daily supervision of plant operations.

SUPERVISION RECEIVED

Works under the supervision of a Wastewater Treatment Plant Supervisor or other employee of higher grade.

SUPERVISION EXERCISED

May lead Wastewater Treatment Plant Operators and other employees of lower grade as assigned.

EXAMPLES OF DUTIES

Performs on a daily basis highly skilled chemical and biochemical analyses of wastewater in accordance with regulations, procedures and standards required by Department of Energy and Environmental Protection; takes samples from various sections of treatment plant and performs chemical tests and analyses including settleable solids, chlorine residuals, temperatures, hydrogen low concentrations (P.H.), suspended solids, volatile suspended solids, dissolved oxygen (D.O.), bio-chemical oxygen demand (B.O.D.), Buchner sludge tests, total alkalinity, turbidity, mixed liquor evaluation dissolved oxygen titration, sludge volume index, total coliform test, etc.; calibrates some laboratory and testing equipment; maintains and records data on plant operations and laboratory tests and analyses; prepares operations and performance reports as required; operates plant in absence of supervisor; may prepare reagents used to test and analyze wastewater; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of procedures, techniques and terminology used in laboratory analyses of wastewater; knowledge of chemicals and equipment used in a wastewater treatment plant laboratory and ability to perform required chemical tests; interpersonal skills; oral and written communication skills; mathematical skills; ability to keep accurate records of test results; ability to utilize computer software; some supervisory ability.

University of Connecticut, Storrs: Knowledge of and ability to utilize Supervisory Control and Data Acquisition (SCADA) System.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the operation and maintenance of a Class II or higher mechanical biological Wastewater Treatment Plant.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included performing chemical and biochemical analyses of wastewater. For State Employees this is interpreted at the level of Wastewater Treatment Plant Operator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. A Bachelor's degree in chemistry, sanitary engineering or a related field may be substituted for two (2) years of the General Experience.
2. One (1) year of experience as a Wastewater Treatment Plant Operator may be substituted for the General and Special Experience if it included performing chemical and biochemical analyses of wastewater.

SPECIAL REQUIREMENTS

1. Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including possession of a Class II Wastewater Treatment Facility Operator license in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection.
2. Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to extreme weather conditions, highly disagreeable effects of waste, loud and potentially dangerous machinery, working with chemicals, lifting of moderately heavy weights and working in uncomfortable positions.
