PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for directing an office responsible for unemployment compensation benefits and advocacy for the rights of unemployed individuals.

EXAMPLES OF DUTIES

  • Directs staff and operations of the office;
  • Coordinates, plans and manages office activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of office budget;
  • Maintains contacts with individuals both within and outside of office who might impact program activities;
  • Prepares or directs preparation of reports, manuals and correspondence;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Assists unemployed individuals seeking benefits and/or filing appeals;
  • Assists unemployed individuals understand their rights and responsibilities with respect to benefits;
  • Provides information to various stakeholders regarding the problems and concerns of unemployed individuals and recommends changes;
  • Analyzes and monitors the development and implementation of laws, regulations and policies and recommends changes;
  • Receives and reviews complaints of unemployed individuals and makes recommendations to the commissioner for resolving such complaints;
  • Performs related duties as required. 

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • and ability to interpret and apply relevant state and federal laws, statutes and regulations; 
  • Knowledge of unemployment compensation benefits and advocacy for the rights of unemployed individuals;
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to use computers.

Appointed by the Commissioner of Labor in accordance with the provisions of section 31-2e of the Connecticut General Statutes.
