PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Aging and Disability, Board of Education and Services for the Blind this class is accountable for supervising the program and staff in the vocational rehabilitation program for the blind.

SUPERVISION RECEIVED

Receives general direction from the Director of Vocational Rehabilitation Services (Blind) or other employee of higher grade.

SUPERVISION EXERCISED

Supervises assigned staff.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans program; establishes and maintains program procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; reviews invoices submitted by vendors for services rendered for compliance with agency policies and standards; supervises and maintains case recording system; explains and interprets vocational rehabilitation services to clients and the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and techniques of vocational rehabilitation counseling, interviewing and psychological and occupational testing; considerable knowledge of community resources available to rehabilitate visually handicapped persons; considerable knowledge of occupations, job requirements and safety factors; considerable knowledge of medical and psychological aspects of disabilities; knowledge of laws relating to operation of vocational rehabilitation program; knowledge of in-service training; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master’s degree in rehabilitation counseling or a closely related field and four (4) years of professional experience in rehabilitation counseling, job placement of persons with disabilities or vocational adjustment counseling.
