PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Veterans Affairs, Veterans Home and Hospital this class is accountable for directing the agency Facility and Community Based clinical and residential program planning and development activity.

SUPERVISION RECEIVED

Receives administrative direction from the Commissioner or Deputy Commissioner.

SUPERVISION EXERCISED

May direct staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operations of the agency Facility and Community Based clinical and residential programs;
  • Coordinates, plans and manages program activities;
  • Develops methodologies for determining priorities in accomplishing short and long range agency goals and objectives;
  • Identifies service offerings and levels of care necessary and relevant to meeting needs and statutory rights of veterans and dependents;
  • Reviews facility and community based clinical and residential programs to determine appropriateness and efficiency of services for veterans;
  • Reviews and evaluates availability and uses of federal and state funds; 
  • Develops and recommends modifications, expansion of physical plant and other capitol improvements to meet needs; 
  • Reviews and recommends human resources, organizational and other program changes necessary to implement, coordinate and integrate institution, community based and field operations; 
  • Designs and develops assessment techniques for evaluating responsiveness of program and activities; 
  • Provides proposed programmatic changes to meet federal, state and other accreditation and licensure requirements and standards;
  • Analyzes future residential trends and human resources requirements and service needs; 
  • Recommends legislation and regulations necessary to implement changes; 
  • Prepares comprehensive reports on planning, development and maintenance of veterans programs; 
  • Works with federal, state and community agencies in developing and implementing new or modified programs; 
  • Develops and evaluates methods and protocols to provide for quality and cost effective delivery of services to veterans; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the delivery of social, medical or human resources programs involving the planning and administration of services.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been primarily involved in health or human service administration for veterans or planning of health or human services for veterans.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration, public administration, health, social science or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, hospital administration, public administration, human resources, health planning or development or a closely related field may be substituted for one (1) additional year of the General Experience.
