PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Labor Department this class is accountable for directing the planning, administration and coordination of an office or support unit involved with performance monitoring, employment and training grants and contracts, program automation support, program technical assistance and support, program operations, workforce development, and/or unemployed compensation benefits and advocacy.

GUIDELINES FOR JOB CLASS USE

This class may be used in one (1) of the following ways:
  • CENTRAL UNIT: Agency Director responsible for overseeing statewide administration of services and support to Labor Department program operations.
  • FIELD UNIT: This class is designated to be the director of a Labor Department American Job Center or Call Center responsible for program operations and workforce development.
  • UNEMPLOYED WORKERS’ ADVOCATE: Designated to be the Unemployed Workers’ Advocate responsible for unemployed compensation benefits support, advocacy, and guidance for workforce development opportunities for the rights of unemployed individuals.

SUPERVISION RECEIVED

Receives administrative direction from the Director of Labor Operations or other official of higher grade.

SUPERVISION EXERCISED

Supervises staff assigned to the unit.

EXAMPLES OF DUTIES

  • Directs staff and operations of an office or unit;
  • Coordinates, plans and manages office or unit activities;
  • Formulates program goals and objectives;
  • Monitors, evaluates, and reports on programs and implements corrective action plans to address deficiencies and improve operations;
  • Interprets and administers pertinent laws; 
  • Conducts performance evaluations;
  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Prepares or assists in preparation of office or unit budget;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • May develop or assist in development of related policy;
  • May identify resources, submit grant proposals, and develop new programs based on grant and contract rewards;
  • May establish and maintain state job training or employment services programs, responsive service delivery networks, unemployment insurance claim call centers, or unemployment advocacy programs;
  • May coordinate with technical experts to maintain integrity of automated systems;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory or consultative capacity.

NOTE: For state employees this experience is interpreted at the level of a Labor Department Programs and Services Coordinator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
