At the University of Connecticut and the University of Connecticut Health Center this class is accountable for the supervision of a shift of Firefighters engaged in fire prevention and fire fighting operations and the provision of emergency medical and crisis response services and may also be dedicated to the functions of Fire Marshal or Emergency Management Planning.

This class is used in one of the following ways:

1. Supervises a shift of Firefighters engaged in fire prevention and fire fighting operations.

2. Acts in an assigned, dedicated capacity of a Fire Marshal directing staff at the university main campus.

3. Supervises a shift of Firefighters engaged in fire prevention and fire fighting operations on an as needed basis and assists in the planning, development, implementation of the University’s Emergency Management Plan, policies, procedures, conducts training and serves as the Fire Department’s representative in Unified Command.

Receives general direction from a Deputy Fire Chief, Assistant Director, Public Safety (Fire) or other official of higher grade.

Supervises Fire Lieutenants, Fire-fighters and other personnel on an assigned shift.

Supervises assigned staff, including initiation, training, counseling and evaluation in accordance with department standards; assigns duties and reviews results for accuracy, effectiveness and conformance with policy; studies, analyzes and evaluates tasks performed by shift; ensures appropriate records and reports are completed in an accurate and timely manner and in compliance with national standards; provides educational instruction and training to fire fighting and non-fire fighting departmental personnel, other agency personnel and individuals; ensures educational and training requirements are completed in appropriate timeframe; assigns, reviews and participates in fire prevention inspections and investigations; reports defective or hazardous conditions and equipment and conducts re-inspections to insure corrections of deficiencies; oversees daily maintenance of station, fire and/or ambulance equipment; acts as Incident Commander and supervises personnel on scene of fire, emergency and medical responses including formulation of strategy and tactics for effective incident mitigation; supervises removal of equipment, supplies, documents and other items from burning structures and preserves evidence necessary to determine cause of fire; operates fire alarm communications and ascertains pertinent data concerning fires; maintains records and submits pertinent reports; performs related duties as required.

MAIN UNIVERSITY CAMPUS AND THE HEALTH CENTER, acts in an assigned dedicated capacity of a fire marshal directing staff; performs mandated fire prevention inspections and corrective action examinations; reviews building plans for fire code compliance and acceptance inspections; tests fire protection equipment to prove its reliability and operability. Performs fire fighting and related duties as required.

ALL UNIVERSITY CAMPUS LOCATIONS AND THE HEALTH CENTER, acts as the University's Fire Department emergency management liaison to plan, develop and implement the Emergency Management Plan, policies and, procedures in accordance with the National Incident Management System and the Incident Command System requirements; plans and conducts required training; coordinates emergency policy and procedure development with other agency representatives; trains university personnel, and others, in emergency policies, responsibilities and procedures; serves as Fire Department representative in Unified Command; may assist with operations within the Emergency Operations Center (EOC); assists with and implements planning for major university events; performs fire fighting duties and other related duties as required.

Considerable knowledge of fire fighting and rescue practices and procedures; considerable knowledge of fire investigation, inspection and prevention methodology and procedures; considerable knowledge of and ability to utilize and implement the National Incident Management System (NIMS) and the Incident Command System (ICS); considerable knowledge of fire safety and building codes; knowledge of emergency medical service techniques; knowledge of hazardous materials methodology; knowledge of training practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; ability to evaluate emergency situations and develop effective course of action; ability to work under pressure; ability to prepare reports; ability to utilize computer software; supervisory ability.

Five (5) years of experience as a fire-fighter in an organized fire department or a state fire fighting service.

Two (2) years of the General Experience must have been at the level of Fire Lieutenant.

1. Incumbents in this class must possess and retain National Fire Protection Association (NFPA) Fire Officer 2 certification.
2. Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license with proper endorsements.
3. Incumbents in this class may be required to obtain and maintain Emergency Medical Technician (EMT) certification or a Paramedic license.
4. Incumbents in this class may be required to possess and retain Office of State Fire Marshal, Deputy Fire Marshal certification.

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

1. Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
2. Applicants may be required to pass a physical examination.

Incumbents in this class may be exposed to a moderate amount of lifting equipment, danger of injury or loss of life during fire fighting and rescue operations and handling of hazardous materials, significant mental stress in responding to life and death emergencies and to strongly disagreeable conditions including exposure to weather, loud noises and hazardous materials.
