PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Planning, Technology and Innovation this class is accountable for directing the administration and operation of one of the Bureau offices.
SUPERVISION RECEIVED
Receives administrative direction from the Transportation Chief of Planning, Technology and Innovation or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of a planning office.
EXAMPLES OF DUTIES
- Directs staff and operations of a bureau of planning, technology, data analytics, business intelligence, or research and innovation office;
- Coordinates, plans, and manages office activities involving transportation planning, technology modernization, enterprise software services, and continuous improvement initiatives;
- Formulates program goals and objectives that advance both transportation planning or technology/innovation priorities;
- Develops related policies related to planning, data management, technology governance, innovation practices and digital transformation;
- Interprets and reviews pertinent laws and regulations;
- Ensures agency compliance with various federal and state planning and environmental laws, regulations and requirements;
- Evaluates staff performance and provides leadership across multidisciplinary teams including policy, planning, technology, analytics, and process improvement personnel;
- Prepares and manages office budget;
- Maintains contacts with department, state, federal and local officials and stakeholders within and outside of office whose work impacts the bureau and/or agency program activities;
- Plans, organizes and directs preparation, development and required updating of federally and state required transportation plans, reports, innovation and technology strategies;
- Directs studies for transportation projects, ensuring compliance with national and Connecticut environmental policy acts;
- Ensures proper permitting and compliance for projects involving cultural and natural resources that impact state and federal levels;
- Serves as a technical advisor on matters involving transportation technology and innovation strategies and policy plans;
- Establishes and directs preparation of plans in accordance with bureau and department policy and long and short-range transportation goals, objectives and policies;
- Provides professional assistance and oversight to Metropolitan Planning Organizations and Councils of Government in regard to the federal planning process;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Responsible for staff training, growth and development;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in one of the following areas: transportation, urban, regional, or environmental planning; technology; or transportation engineering project management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity.
NOTE:
- Managerial or supervisory capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization.
- For state employees this experience is interpreted at the level of a Transportation Assistant Planning Director, Transportation Transit Manager, Transportation Assistant District Engineer, or Information Technology Manager 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
