PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Public Transportation this class is accountable for performing a full range of basic tasks in the technical safety inspection of railroad company track facilities and the monitoring of maintenance of way, construction, and capital improvement projects, ensuring compliance with State and Federal railroad standards and practices.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Conducts field inspections to assure quality workmanship, safety practices and completion of projects as scheduled;
  • Discusses status of work programs with railroad and other officials;
  • Reports to supervisor on matters involving substandard conformance and assures that remedial action is taken;
  • Recommends revisions in inspection criteria to reflect changes in construction methods and techniques;
  • Investigates and attempts to resolve complaints from the public, municipalities or other component units within the overall rail structure;
  • Ensures that railroad companies comply with established practices for construction and maintenance including the monitoring of major improvement programs;
  • Inspects construction activities to ensure adherence to safety standards;
  • Writes reports and conducts special studies as required;
  • Reviews invoices to verify labor, materials and equipment charges;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • principles and practices of railroad construction methods;
    • Federal Railroad Administration regulations and standards applicable to railroad construction;
  • Skills
    • interpersonal skills;
    • oral and written communication skills; 
  • Ability to
    • conduct railroad track safety inspections;
    • plan and organize projects and special studies;
    • read and interpret construction plans and specifications;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in railroad maintenance of way operations.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some degree of injury or physical harm from railroad or construction environments and a moderate degree of discomfort from exposure to year round conditions.
