PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Finance and Administration this class is accountable for directing the operations of the Office of Property and Facilities Services.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Assistant Chief Administrative Officer or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of the office.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of Property and Facilities Services; 
  • Coordinates, plans and manages office activities;
  • Formulates program goals and objectives; 
  • Develops related policy;
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of office budget; 
  • Maintains contacts with individuals within and outside of office who might impact on program activities; 
  • Directs utilization and control of all transportation property and equipment; 
  • Administers, analyzes and evaluates financial implications of major and minor capital budgets to ensure conformance with appropriate legislation and departmental guidelines; 
  • Administers pertinent building, fire and safety laws; 
  • Administers departmental equipment and operating budgets; 
  • Directs and coordinates maintenance and evaluation of property records, inventories, identification systems and audits of stores inventories; 
  • Directs renting and leasing of properties for department use;
  • Formulates and directs enforcement of policies affecting assignment and use of all motor vehicles leased from Department of Administrative Services Fleet Operations;
  • Manages departmental telephone communications system, duplicating services, central files and mail distribution systems;
  • Reviews and supervises execution of security measures for protection of departmental property; 
  • Negotiates and directs leasing, inspection and contract administration of department food and fuel rental facilities on state highways; 
  • Directs processing of insurance coverage and claims; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • principles used in utilization, need, obsolescence forecasting and stores management of property and equipment; 
  • Knowledge of principles and methods of property control accounting and real property management; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to review automotive and highway maintenance equipment specifications.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of managerial experience directing a large scale property and equipment management program.

NOTE: 
  • Managerial experience is interpreted as having responsibility for setting and implementing policies, carrying out program planning, overseeing budgets and evaluating and coordinating staff functions.
