PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Planning, Technology and Innovation this class is accountable for administering the programs and operations of the bureau including policy development, transportation planning, technology services, innovation initiatives, and activities supporting a comprehensive long-range transportation master plan.

SUPERVISION RECEIVED

Receives executive direction from an official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of offices of the bureau; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of the Bureau of Planning; 
  • Develops, implements, and evaluates bureau policies, goals and objectives; 
  • Designs and develops bureau-wide programs and activities;
  • Designs and develops technology, innovation business intelligence, continuous improvement related programs and activities;
  • Implements new procedures and procedural revisions pertaining to policies, personnel regulations, expenditures, technology governance, and administrative methods; 
  • Determines appropriate staffing levels and directs management and coordination of staff; 
  • Designs and implements performance review standards for bureau staff; 
  • Prepares bureau budget and agency information strategic plan; 
  • Maintains contacts with department, state, federal and local officials and stakeholders within and outside of bureau whose work impacts the bureau and/or agency program activities;
  • Provides leadership and direction to other bureaus regarding technology, enterprise software, research and innovation, data analytics, or continuous improvement best practices;
  • Reviews, evaluates and recommends legislative proposals;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Twelve (12) years of professional experience in one of the following areas: transportation, urban, regional, or environmental planning; technology; or transportation engineering project management. 

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a large-scale transportation planning program in a managerial or supervisory capacity.

NOTE:
  • Managerial or supervisory capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization.
  • For state employees this experience is interpreted at the level of a Transportation Assistant Planning Director, Transportation Transit Manager, Transportation Assistant District Engineer, or Information Technology Manager 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. 
  • A Master’s degree in a closely related field may be substituted for one (1) additional year of the General Experience.
