PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Aviation and Ports, this class is accountable for administering the programs and operations of the Bureau of Aviation and Ports including the Office of Aviation Operations and State Maritime Office.

SUPERVISION RECEIVED

Receives administrative direction from the Deputy Commissioner of Transportation or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of the bureau; directs all staff.

EXAMPLES OF DUTIES

  • Administers and directs staff and operations of the Bureau of Aviation and Ports;
  • Develops, implements and evaluates bureau policies, goals and objectives to meet aviation and maritime planning and operational needs; 
  • Implements new procedures and procedural revisions pertaining to policies, personnel regulations, expenditures and administrative methods;
  • Determines appropriate staffing levels and management and coordination of staff;
  • Designs and implements performance review standards for bureau staff and evaluates staff;
  • Prepares bureau budget;
  • Interprets and administers pertinent laws;
  • Directs staff regarding interaction with the Office of the Attorney General and other regulatory entities as necessary;
  • Ensures conformance with all procedures and programs to maintain regulatory compliance;
  • Maintains contacts with individuals both within and outside of the bureau who might impact bureau policy or program activities;
  • Represents the Department at public forums and transportation boards; reviews and recommends new or revised legislation;
  • Directs the preparation of reports;
  • Acts as consultant to the Deputy Commissioner of Transportation and other departmental officials;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
  • Considerable knowledge of
    • principles and practices of modern professional airport, port and ferry service planning, management, marketing and development;
    • intergovernmental relationships;
  • Knowledge of
    • state and federal legislative, contractual and procurement processes;
    • governmental financing administration; 
  • Considerable
    • interpersonal and negotiating skills; 
    • oral and written communications skills.
  • Ability to
    • administer large statewide aviation and maritime programs;
    • deal with public advocacy groups.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Twelve (12) years of professional experience in the planning, engineering or operations of a large scale aviation, port or other public transportation program.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a managerial or supervisory capacity.

NOTE:
  • This capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization.
  • For state employees this experience is interpreted at the level of a Transportation Transit Manager, Airport Operations Manager, or Transportation Maritime Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in public or business administration, aviation management, maritime management, marine transportation or a closely related field may be substituted for one (1) additional year of the General Experience.
