PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction Services this class is accountable for directing the staff and work of the Office of Construction.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Chief of Engineering and Construction Services or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of the office.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of Construction;
  • Coordinates, plans and manages office activities; 
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff; 
  • Prepares or assists in preparation of office budget; 
  • Maintains contacts with individuals within and outside of office who might impact on program activities; 
  • Plans, coordinates, and administers all district engineering functions and other field operations including construction and timely completion of projects; 
  • Develops and makes recommendations for plans and specifications for construction and reconstruction of transportation facilities, highway property and other structures; 
  • Makes recommendations regarding establishment of standards and procedures for engineering office work, resolution of claims and granting of time extensions; 
  • Makes field reviews of major problems in construction; 
  • Assures safety and convenience of the public during progress of construction; 
  • Monitors program scheduling and determines staffing requirements;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    • relevant state and federal laws, statutes and regulations;
    • principles, practices and techniques of highway construction engineering; 
  • Considerable
    • interpersonal skills;

  • Considerable ability to direct a large scale program of highway engineering.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity in the field of transportation engineering with responsibility for policy formulation and complex project management for major bridge or highway design or highway construction projects.

NOTE:

  • Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities but the emphasis should be on management activities: planning, organizing, directing and controlling resources of a major subdivision of an agency or organization.

SPECIAL REQUIREMENTS

Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
