PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks as a member of a bridge safety inspection team, inspecting bridges and related structures in accordance with the National Bridge Inspection Standards promulgated by the United States Department of Transportation.

SUPERVISION RECEIVED

Works under the general supervision of a Transportation Bridge Safety Inspector 3 or other employee of higher grade who reviews work for completeness, accuracy and adherence to established procedures and standards.

SUPERVISION EXERCISED

May lead Transportation Bridge Safety Inspectors and Transportation Technicians of lower grade.

EXAMPLES OF DUTIES

  • Reviews bridge plans and previous inspection reports; 
  • Coordinates traffic control and equipment at inspection site; 
  • Assists in the inspection of bridges for corrosion and deterioration in steel beams and girders; 
  • Evaluates coating condition; 
  • Makes technical measurements to determine bridge cross-sectional area reduction; 
  • Inspects concrete beams and girders for spalling, diagonal cracking and flexure (vertical) cracking; 
  • Inspects abutments, piers and bents for evidence of tilt or settlement as well as corrosion; 
  • Inspects decks, trusses, bearings, etc., for deterioration and/or corrosion; 
  • Insects waterways under bridges; 
  • Prepares reports of bridge inspections, including inspection notes and sketches; 
  • Processes digital photographs and other electronic documents; 
  • May operate special bridge inspection equipment and/or perform special bridge tests such as Dye Penetrant test and Magnetic Particle test; 
  • May lead and train technicians and bridge safety inspectors of lower grade; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • the methods and techniques of technical bridge inspections; 
    • bridge components, their purposes and inter-relationships; 
  • Knowledge of basic civil engineering principles as applied to bridge design and construction; 
  • Skills

  • Considerable ability to
    • prepare neat and accurate drawings and sketches; 
    • operate and adjust specialized bridge inspection measurement and detection devices; 
    • prepare complete and accurate bridge inspection reports;

    • operate a camera and computer; 
    • read and interpret basic bridge construction plans.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of bridge safety inspection experience.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • For state employees two (2) years of experience as a Transportation Bridge Safety Inspector 1 may be substituted for the General Experience.
  • Possession of a Bachelor's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology AND one (1) year of bridge safety inspection experience may be substituted for the General Experience.
  • Possession of an Associate's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology AND three (3) years of bridge safety inspection experience may be substituted for the General Experience. 
  • Possession of a Professional Engineer (P.E.) license in the State of Connecticut may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess certification for successful completion of an FHWA  (Federal Highway Administration)-approved comprehensive bridge inspection training course at time of appointment.
  • The appointing authority may require possession of an appropriate current Connecticut Motor Vehicle Operator's license at time of appointment and during employment in this class.
  • Incumbents in this class may be required to travel.

PHYSICAL REQUIREMENTS

In addition to good health, incumbents appointed to positions in this class must have and retain sufficient strength, stamina, agility, and visual and auditory acuity necessary to perform all the duties of the class.

WORKING CONDITIONS

Incumbents in this class may be exposed to considerable danger of injury or physical harm due to falls, traffic, and hazardous fumes and may be exposed to a moderate degree of discomfort from weather conditions.

COMPENSATION GUIDELINES

  • The classification of Transportation Bridge Safety Inspector 2 is assigned to Salary Group ES 20a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of the next Salary Group.
  • This Job Code is identified with Pay Plan EE 20.
