PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is responsible for independently performing a full range of duties in the inspection of the work of contractors on road and bridge construction and rehabilitation projects of a moderately complex nature to insure compliance with plans and specifications.

SUPERVISION RECEIVED

Works under the general supervision of a Transportation Construction Inspector 3 or other employee of higher grade.

SUPERVISION EXERCISED

May lead/supervise technical, engineering and/or support personnel of a lower grade.

EXAMPLES OF DUTIES

  • Acts as inspector on moderately complex projects; 
  • Gives line and grade for construction of culvert and drainage structures, bridge and structure foundation and road sub and wearing courses; 
  • Interprets plans and specifications for the guidance of contractors; 
  • Examines materials and prepares and sends samples to laboratory for testing; 
  • Checks measurements to prevent errors in layout; 
  • Checks quantities and placement of materials including concrete, bituminous and other mixes, strength and rigidity of forms and placement and tying of reinforcing steel; 
  • Inspects the method and performance of work and specification conformance of construction contractors; 
  • As unforeseen conditions develop in the field, requests plan changes; 
  • Prepares daily personnel, material and progress reports; 
  • Collects necessary data and prepares monthly estimates; 
  • Assists in the preparation of final estimates; 
  • Prepares a complete report of project construction or rehabilitation in the off season for construction; 
  • Assists in surveying or office engineering work;
  • May be assigned to a district laboratory taking samples and performing field or laboratory tests such as density, gradations, compactions or other tests of comparable degree of complexity;  
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods, materials and equipment used in highway construction and rehabilitation; 
  • Knowledge of principles and practices of highway engineering;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the inspection, supervision or surveying of highway construction/rehabilitation or maintenance projects.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in civil engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.
