PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for directing the Office of Aviation Operations.

SUPERVISION RECEIVED

Receives administrative direction from a Deputy Transportation Commissioner, Bureau of Aviation and Ports or an executive official of higher grade.

SUPERVISION EXERCISED

Directs the staff of the Office of Aviation.

EXAMPLES OF DUTIES

  • Directs the staff and operations of the Office of Aviation;
  • Coordinates, plans and manages office activities;
  • Formulates office goals and objectives;
  • Develops or assists in the development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in the preparation of office budget;
  • Maintains contacts with individuals both within and outside of office who might impact office activities;
  • Directs and coordinates aviation activities, including, airside and landside operational activities, security and emergency services, and mutual aid/protocol agreements at state owned airports;
  • Negotiates and manages tenant leases, concession agreements, airport capital improvement contracts and major equipment purchases;
  • Solicits, reviews and recommends development requests for state owned properties and facilities to increase revenue production;
  • Reviews and recommends new or revised legislation;
  • Directs the preparation of reports;
  • Acts as consultant to the Deputy Commissioner and other departmental officials;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

  • Considerable knowledge of
    • and ability to apply management principles and techniques;
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of modern professional airport management;
  • Considerable

  • Ability to analyze and direct the activities of a large statewide aviation operation.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of managerial or supervisory experience in aviation involving policy formulation for airport operations.

NOTE:
  • This capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization.
  • For state employees this experience is interpreted at the level of an Airport Operations Manager.

SPECIAL REQUIREMENTS

Possession of certification as an accredited Airport Executive by the American Association of Airport Executives is required by date of appointment.
