PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is responsible for performing the most complex tasks in the inspection of the work of contractors on road and bridge construction and rehabilitation projects of a complex nature to insure compliance with plans and specifications; acts as assistant to a project engineer on important phases of large projects.

SUPERVISION RECEIVED

Works under the limited supervision of an engineer or other employee of higher grade.

SUPERVISION EXERCISED

May supervise technical, engineering and/or support personnel of a lower grade in administrative-engineering work.

EXAMPLES OF DUTIES

  • As chief inspector of a major or several small highway construction projects, supervises establishment of line and grade for construction of culvert and drainage structures, bridge and structure foundation, and road sub and wearing courses; 
  • Interprets plans and specifications for the guidance of contractors; 
  • For a district laboratory, supervises taking samples and performing field or laboratory tests, such as density, gradations, compactions, or other tests of comparable degree of complexity; 
  • Supervises checking of measurements to prevent errors in layout; 
  • Supervises checking of quantities and placement of materials, including concrete, bituminous and other mixes, strength and rigidity of forms and placement and tying of reinforcing steel; 
  • Reviews the method and performance of work and specification conformance of construction contractors; 
  • As unforeseen conditions develop in the field, requests plan changes and secures and directs execution of change orders; 
  • Reviews daily personnel, material and progress reports; 
  • Reviews monthly estimates; 
  • Prepares final estimates; 
  • Prepares a complete report of project construction or rehabilitation; 
  • In the off-season for construction, assists in surveying or office engineering work; 
  • Performs related duties as required.

  • Considerable knowledge of the methods, materials and equipment used in highway construction or rehabilitation;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the inspection, supervision or surveying of highway construction/rehabilitation or maintenance projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as an inspector in charge of highway construction projects.

NOTE: For state employees this experience is interpreted as highway construction inspection work performed by a Transportation Engineer 1, Transportation Construction Inspector 2 or the combined experience of an Engineer Trainee and Transportation Engineer 1 or Transportation Construction Inspector 2 which totals one (1) year.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in civil engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Transportation Construction Inspector 3 is assigned to Salary Group FS 22a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
