PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for performing a full range of basic tasks in solving computer input problems and taxpayer complaints encountered in the processing of tax returns, applications, and adjustments.

GUIDELINES FOR JOB CLASS USE

This is the basic working level class and is distinguished from lower level classes by responsibility for independently performing a full range of activities involving the processing of source documents for computer entry based on established procedures.

SUPERVISION RECEIVED

Initially works under the close supervision of an employee of higher grade; works more independently with acquired experience.

EXAMPLES OF DUTIES

  • Analyzes and resolves computer input problems such as duplicate account numbers, misapplied payments, erroneous out-of-business accounts, unregistered taxpayers, changes of filing status; 
  • Researches taxpayer accounts in financial data system to verify accuracy of information on tax returns, refund requests and validate account status; 
  • Determines how to apply payments, returns adjustments or refunds to taxpayer accounts; 
  • Identifies taxpayer account problems or discrepancies and determines proper entry or adjustment to financial data systems; 
  • Researches files and records to validate and verify accuracy of taxpayer information and status; 
  • Phones or writes taxpayers to request additional information and documentation or notify taxpayers of adjusted tax liability; 
  • Researches and resolves taxpayer billing complaints; 
  • Explains to taxpayers, accountants, and attorneys how billings are generated and computed; 
  • Codes accounts receivable input documents for bills, credits, debits and payments and batches by type of transaction for accounts receivable update; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • methods of processing taxpayer data into computer systems; 
    • research methods and sources of information used in verifying taxpayer accounts; 
  • Knowledge of
    • how to compute penalties and interest on all late-filed taxes; 
    • tax statutes affecting processing, registration and billing of taxpayer accounts; 
    • tax processing, billing and registration procedures and terminology; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • read and interpret computer printouts and scope readouts; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience involving the billing of accounts or processing of tax documents such as applications, returns or billings.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved the preparation, verification and analyses of input and retrieval of data from a complex financial computer system.
