PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Collection and Enforcement Division this class is accountable for supervising investigatory, collection, and clerical staff engaged in all activities related to either the collection of delinquent returns, deficient taxes or abatement of uncollectable taxes and bankruptcies.

SUPERVISION RECEIVED

Receives general direction from the Tax Program Manager or other employee of higher grade.

SUPERVISION EXERCISED

Supervises a large staff of office or field investigators and clerical employees.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans section work; 
  • Establishes and maintains section procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Coordinates contact with personnel in other units to supplement collection and abatement efforts and to provide assistance and information to supplement other tax department activities; 
  • Analyzes reports and data to promote proper reaction to changing trends in collection activities and abatements; 
  • Prepares reports and correspondence; 
  • Supervises the use of warrants and hearings officers to insure the most efficient use of collection tools available; 
  • May personally contact delinquent/deficient taxpayers to affect collection of revenue; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in investigatory work involving the collection of delinquent accounts in a regulatory enforcement agency, financial institution, credit bureau, industrial or government security agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead/consultative capacity at the level of a Revenue Agent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
