PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Office of Maintenance and Highway Operations this class is accountable for administering the programs and operations of all highway related maintenance operations.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Assistant Chief Engineer or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of the office; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of the Office of Maintenance and Highway Operations including snow and ice removal on a statewide basis;
  • Develops, implements and evaluates office policies, goals and objectives; 
  • Designs and develops office programs and activities;
  • Implements new procedures and procedural revisions; 
  • Determines appropriate staffing levels and directs management and coordination of staff; 
  • Designs and implements performance review standards for office staff; 
  • Prepares office budget; 
  • Maintains contacts with individuals within and outside of the office who might impact on policy or program activities; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • and ability to apply relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of professional experience in the administration of large scale transportation maintenance or highway operations programs and activities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a managerial capacity in highway or bridge maintenance, transportation maintenance planning or transportation special services (oversight of utility and construction permits, traffic, drainage and/or accident claims investigations).

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.
