PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Taxpayer Services Division this class is accountable for directing the operations of the division involved in public information, taxpayer education, taxpayer assistance, administration of sales tax exemption programs and confidentiality of taxpayer information.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or Deputy Commissioner.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Taxpayer Services Division; 
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Hires, oversees training and evaluates staff;
  • Prepares division budget; 
  • Maintains contacts with individuals within and outside of division who might impact on program activities;
  • Serves on various department tax committees; 
  • Directs answering of inquiries about state taxes from taxpayers, tax practitioners and other departmental staff; 
  • Directs appropriate transfer of confidential taxpayer information to taxpayers and other state agencies; 
  • Directs administration of tax exemption program for farmers, fisherman and non profit organizations; 
  • Reviews statutes and regulations for taxpayers and staff; 
  • Manages preparation, editing and distribution of tax information publications; 
  • Manages preparation and evaluation of forms and instructions for state tax reporting; 
  • Directs department taxpayer education programs and speakers bureau; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May write articles and/or speak before professional or civic groups;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    • analyze and evaluate financial statements and tax reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in tax administration or the practice of administrative law.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the managerial level and involved the preparation, planning, and dissemination of tax or other financial information or the practice of administrative law involving complex financial issues.

NOTE:

Managerial capacity is defined as formulating goals and objectives, developing and implementing procedures and initiating policies.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, communications, education, public administration, taxation or a related field may be substituted for one (l) additional year of the General Experience.
  • A law degree from an accredited school of law may be substituted for three (3) additional years of the General Experience.
