PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for directing the staff and operations of a Division in a Bureau or in the Central Office.

GUIDELINES FOR JOB CLASS USE

This class is used in the following way
  • Incumbents in this class direct a Division in a Bureau or in the Central Office when the complexity, span of control or specialized tax expertise warrants such usage. 
  • Incumbents typically oversee a Division of a Bureau involved in functions such as
    • tax auditing
    • tax appeals
    • legal matters and litigation
    • tax processing
    • tax collections
    • tax enforcement
    • centralized tax administration and internal auditing functions

SUPERVISION RECEIVED

Receives administrative direction from a Bureau Chief or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of a Division in a Bureau or in the Central Office; 
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Interprets and administers pertinent laws; 
  • Evaluates staff;
  • Prepares or assists in preparation of division budget; 
  • Maintains contacts with individuals within and outside of division who might impact on program activities: 
  • Prepares necessary narrative, statistical and financial reports for tax management;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May assist in drafting proposed legislation; 
  • May act on behalf of Bureau Chief in their absence; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • relevant principles and practices of tax administration, tax auditing, tax collections or tax enforcement; 
  • Knowledge of complex statistical methods and techniques;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills; 
  • Considerable analytical ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in tax administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.
  • Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of a Revenue Examiner 4.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in accounting, business administration, taxation or a closely related field may be substituted for one (1) additional year of the General Experience.
  • A law degree from an accredited school of law or certification as a Certified Public Accountant and/or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.
