PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Legal Division this class is accountable for directing the operations of the division and acting as a technical and legal advisor to other taxation administrators and the public.

SUPERVISION RECEIVED

Receives executive direction from the Tax Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Legal Division and works in consultation with the Office of the Attorney General; 
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of division budget; 
  • Maintains contacts with individuals within and outside of division who might impact on program activities; 
  • Directs legal interpretation and analysis of all taxing statutes with exception of Inheritance taxing laws in consultation with the Office of the Attorney General; 
  • Advises Tax Commissioner, Deputy Tax Commissioner and all directors on application of law to a particular situation;
  • Makes recommendations in areas of litigation working with the Office of the Attorney General; 
  • Drafts, amends and revises taxing laws, regulations and administrative rulings; 
  • Represents Tax Commissioner at legislative public hearings on proposed legislation;
  • Evaluates and approves all petitions tax exempt status; 
  • Participates on tax panels before special groups;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

  • Considerable knowledge of

  • Considerable ability to apply judicial decisions to interpretation of statutes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the practice of law including experience in taxation.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must be at the working lead level.

NOTE: For state employees this experience is interpreted at the level of a Tax Attorney 2.

SPECIAL REQUIREMENTS

Incumbents in this class must be admitted to practice law in the State of Connecticut.
