PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for directing the staff and operations of either the Collections or Criminal Investigations Units.

SUPERVISION RECEIVED

Receives administrative direction from the Tax Division Chief or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of unit.

EXAMPLES OF DUTIES

  • Directs staff and operations of either the Collections or Criminal Investigations Unit; 
  • Coordinates, plans and manages unit activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Reviews and evaluates performance of staff;
  • Prepares or assists in preparation of unit budget;
  • Maintains contacts with individuals within and outside of unit who might impact on program activities; 
  • Measures and evaluates effect of policy implementation; 
  • Ensures interests of the State secured through effective handling of high risk accounts; 
  • Maintains controls to ensure conformance with applicable statutes and department policy;
  • Manages an employee training program to promote effective collection, investigative and/or enforcement techniques;
  • Gathers and evaluates data to promote proper reaction to changing trends in collection activity and state laws; 
  • Identifies experience and education requirements for technical personnel; 
  • Prepares monthly reports concerning unit activities and production;
  • Recommends legislative changes; 
  • Acts on behalf of the Director as necessary; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May conduct hearings and informal conferences with taxpayers, accountants and attorneys;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply relevant state and federal laws, statutes and regulations; 
    • investigative and enforcement practices and techniques;
    • terminology and practices of financial, commercial and industrial organizations; 
    • principles and methods of tax debt collection (Collection Program);
    • principles and methods of criminal investigation (Criminal Investigations);
  • Knowledge of
    • and ability to apply management principles and practices; 
    • rules and laws governing evidence (Criminal Investigations);
    • organization, operations and trends in organized crimes (Criminal Investigations);
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to analyze and evaluate financial statements and tax reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in investigatory and/or compliance or collection work in a tax or regulatory enforcement agency, financial institution, credit bureau, collection agency and industrial or government security agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
