PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Division of Safety this class is accountable for performing the most complex tasks in development and promotion of safe and healthy working conditions, review and investigation of all hazards and accidents and recommendation of preventive measures to eliminate hazards.

SUPERVISION RECEIVED

Works under the limited supervision of the Transportation Safety Director or other employee of higher grade.

SUPERVISION EXERCISED

May lead Transportation Safety Advisors 1 and other lower level employees as assigned.

EXAMPLES OF DUTIES

  • In an assigned area, performs the most complex duties relative to department safety program including traffic control, machine shop operations, fire protection, use of explosives and chemicals and motor vehicle and equipment handling; 
  • Inspects all field and shop operations for unsafe practices, conditions and health hazards to ensure compliance with Occupational Safety and Health Administration standards and regulations; 
  • Investigates all personal injury and motor vehicle accidents; conducts training programs on truck and equipment operation, first aid, traffic control and other accident prevention procedures; 
  • Inspects buildings, vehicles, equipment and tools for proper safety practices; inspects garages for fire protection, housekeeping and other safety related matters; 
  • Participates in district committee meetings, fact finding hearings and preconstruction meetings; 
  • Participates in meetings with contractors on safe procedures in blasting, traffic control and other highway construction operations; 
  • Advises crew leaders, party chiefs and other supervisory personnel in planning and conducting safe work operations; 
  • Updates statistics and safety procedures and maintains accident files; 
  • Prepares reports and makes recommendations on all investigations, inspections and other activities; recommends and implements corrective and preventive measures and new procedures affecting the general public and department employees; 
  • Conducts safety training sessions for local employees; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • highway construction and maintenance methods, equipment and related hazards; 
    • principles of safety practices including Occupational Safety and Health Administration standards; 
    • Workers Compensation laws; 
  • Considerable
    • interpersonal skills;

    • utilize computer software;

    • conduct interviews.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in training and/or enforcement of employee safety regulations including accident prevention and safe working practices in highway maintenance or construction.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some degree of injury or physical harm from hazardous or accident sites and a moderate degree of discomfort from exposure to year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Transportation Safety Advisor 2 is assigned to Salary Group FS 22a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
