PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction Services, this class is accountable for assisting in the administration of the engineering and construction programs and operations of the bureau.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Chief of Engineering and Construction Services.

SUPERVISION EXERCISED

Assists in administering programs and operations of bureau; directs all staff.

EXAMPLES OF DUTIES

  • Assists in administering staff and operations of the Bureau of Engineering and Construction Services; 
  • Assists in developing, implementing and evaluating bureau policies, goals and objectives; 
  • Assists in designing and developing bureau programs and activities;
  • Assists in implementing new procedures and procedural revisions;
  • Assists in determining appropriate staffing levels and directing management and coordination of staff; 
  • Assists in preparing budget; 
  • Maintains contacts with individuals within and outside of agency who might impact on policy or program activities; 
  • Assists in coordinating and administering planning, design, construction, reconstruction and maintenance of highways and bridges as programmed by Commissioner; 
  • Assists in administering testing of highway materials and administers other specialized engineering functions; 
  • Directs execution of highway and bridge contracts; 
  • Confers with federal, other states and private agencies on transportation engineering matters; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May review various projects with other bureau heads;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of civil engineering as applied to planning, design, construction, reconstruction and maintenance of highways, bridges and other transportation facilities; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity with responsibility for policy formulation and complex project management.

NOTE:

  • Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities but the emphasis should be on management activities: planning, organizing, directing and controlling resources of a major subdivision of an agency or organization.
  • For state employees, this experience is interpreted at the level of a Transportation Division Chief.

SPECIAL REQUIREMENTS

Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
