PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of
Revenue Services this class is accountable for managing the Electronic Data
Processing (EDP) Audit Unit and developing and maintaining the Computer Audit
Program within the Audit Division.
SUPERVISION RECEIVED
Receives administrative
or executive direction from a Tax Division Chief or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of unit.
EXAMPLES OF DUTIES
- Directs staff and operations of EDP Unit;
- Coordinates, plans and manages division activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with individuals both within and outside of division who might impact unit/program activities;
- Oversees the data warehouse designed to facilitate reporting and analysis;
- Develops and implements division computer audit function to examine accuracy and reliability of taxpayer computerized accounting and tax reporting systems;
- Assesses computer audit needs and objectives;
- Develops and directs implementation of computer audit policies and procedures;
- Analyzes needs and determines applications for computer-based audit systems including design and modification of software and development of statistical sampling criteria and methods;
- Identifies staffing needs;
- Determines training requirements and develops computer audit training programs;
- Designs and directs implementation of computer-based audit programs and procedures including applications development and hardware and/or software requirements as related to computer audit functions;
- Provides coordination between audit staff and information technology staff;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in programming, systems analysis or taxation, auditing or accounting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the
General Experience must have been in the field of EDP auditing involving the
design, development and evaluation of computerized accounting systems and
auditing systems and the utilization of software for data extraction.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in
accounting, business administration or computer science may be substituted for
the General experience on the basis of fifteen (15) semester hours equalling
one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s
degree.
- A Master's degree in
accounting or computer science may be substituted for one (1) additional year
of the General experience.
