PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising employees engaged in the various aspects of the systematic transportation of goods and/or people.

GUIDELINES FOR JOB CLASS USE

DEPARTMENT OF ADMINISTRATIVE SERVICES: Directs the Courier Service Operations.

STATE LIBRARY: Directs the operations of deliverIT CT.

OTHER STATE AGENCIES: Directs the transportation of patients and/or clients, dry goods, prepared meals, medical records, etc.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises employees engaged in transportation operations as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Establishes daily and periodic routes for the transportation of goods and people; 
  • Estimates cost of transportation services and project budgets; 
  • Prepares annual budgets for unit; 
  • Maintains inventory of equipment and supplies; 
  • Schedules and supervises the maintenance of assigned vehicles; 
  • May supervise snow removal operations; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • methods and equipment utilized to transport goods and people; 
    • methods of repair of automotive equipment; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • perform mechanical repairs; 
    • operate assigned motor equipment; 
    • maintain records such as personnel records, inventories of supplies, maintenance schedules, route schedules, etc.; 
    • establish a budget and maintain a running balance of funds expended; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the operation and/or maintenance of fleet vehicles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included the responsibility for scheduling routes and assigning drivers.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to hazardous road conditions when driving.
