PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of State Ethics this class is accountable for directing the staff and operations of the Legal Division.

SUPERVISION RECEIVED

Receives administrative direction from the Executive Director.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Legal Division;
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in the preparation of division budget;
  • Maintains contacts with individuals both within and outside of state government who might impact on program activities;
  • Renders primary legal advice and assistance to the Office of State Ethics;
  • Provides legal advice on matters before the Citizen's Ethics Advisory Board;
  • Represents the board in court proceedings; prepares advisory opinions, declaratory rulings, informal staff advisory letters and agency regulations;
  • Oversees yearly training of all state personnel and others subject to the Code of Ethics in consultation with the Executive Director;
  • Prepares reports and publications;
  • Ensures proper indexing and maintenance of reports, statements, advisory opinions and other records as required;
  • Identifies staff training needs and provides or arranges for the provision of such training;
  • Assists staff with all aspects of codes of ethics;
  • Recommends and assists in drafting legislation;
  • Testifies before legislative committees regarding statutory reform;
  • Maintains speaking engagements to educate interested parties;
  • Conducts legal seminars;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation;
    • relevant agency policies and procedures;
    • legal principles, practices and procedures in Connecticut;
    • legal research techniques;
    • Uniform Administrative Procedures Act;
  • Knowledge of
    • rules of evidence;
    • legislative process;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to
    • apply judicial decisions to the interpretation of statutes;
    • analyze and organize technical data and coordinate elements of legal cases.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the practice of law.

SPECIAL REQUIREMENTS

Incumbents in this class must be admitted to practice law in the State of Connecticut or be lawfully engaged in the practice of law as a principal means of livelihood for five out of the last seven years in a reciprocal jurisdiction in accordance with Section 2-13 of the Connecticut Practice Book and obtain membership in the Connecticut Bar within six months of appointment.
