PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut Siting Council this class is accountable for supervising a section engaged in siting analyses and evaluations and coordinating intra-agency and interagency efforts in state regional planning and policy development projects.

GUIDELINES FOR JOB CLASS USE

Incumbents in this class act as a section or unit leader responsible for the regular supervision of at least three (3) Siting Analysts as well as other technical and clerical staff.

SUPERVISION RECEIVED

Receives general direction from the Executive Director or other employee of higher grade.

SUPERVISION EXERCISED

Supervises siting analysts, field inspectors and other technical and clerical staff assigned.

EXAMPLES OF DUTIES

  • Supervises a section engaged in development and implementation of departmental, local or statewide siting plans and programs; 
  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance;
  • Conducts performance evaluations; 
  • Determines priorities and plans office work; 
  • Establishes and maintains office procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Supervises review and analysis of proposed and existing projects and legislation for siting impact, consistency with policies and plans and economic benefits and costs; 
  • Oversees preparation of siting impact statements; 
  • Directs administration of state and federal program budgets; 
  • Supervises and coordinates special planning studies; 
  • Identifies and describes state siting goals and special problem topics; 
  • Serves as agency representative at public and committee hearings and conferences; 
  • Monitors and testifies at hearings; 
  • Supervises and cooperates with consultants in project development; 
  • May prepare enforcement actions;
  • May serve as department representative on various regulatory and advisory boards and committees; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • relevant state laws, statutes and regulations; 
    • principles and practices of siting and policy analysis; 
    • methods and techniques of siting and site analysis; 
  • Knowledge of
    • environmental and health impact assessment including computer modeling including geographic information system and application software; 
    • electrical generation and transmission systems; 
    • electrical and civil engineering; 
    • hazardous waste management systems; 
    • economics, natural resource management and land use planning; 
  • Considerable

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in facility siting analysis involving application of economic and environmental principles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in biology, earth science, economics, socio-economics, engineering, natural resources management or physical science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in one of the above areas may be substituted for one (1) additional year of the General Experience.
