PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, Division of Quality Management, this class is accountable for conducting quality review visits at Community Living Arrangement, Supportive Living and Day Services to ensure quality of living for every individual.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

EXAMPLES OF DUTIES

Performs activities necessary to conduct a quality inspection; prepares for announced or unannounced quality inspections by scheduling site reviews bi-annually; using a survey questionnaire for a structured inspection, reviews corrective action plans to satisfy previous review findings, such as licensing citations, neglect and abuse and other critical incidents; tours the facility to inspect for fire code compliance, safety precautions and compliance, cleanliness, appropriate individual bedroom set-up, bathrooms and adequate storage; inspects the first aid supplies and OSHA kit; reviews the fire drill book for an evacuation plan, individualized resident plans, emergency relocation plans and other required safety documents; observes individuals and interviews one resident to assess if the individual has well being and happiness; reviews the interviewed resident's program plans for individualized programs, social interaction, medical plans and determines if the program is appropriate; provides program recommendations as necessary; reviews the individual's medical file for doctor's orders, prescribed medications taken as directed and medical visits are provided; reviews individual's personal finance record to ensure cash on hand is accounted; interviews select staff to test the knowledge for policy, procedures and the specifics of the individual's program; takes appropriate action if an immediate jeopardy is identified; gives feedback to the facility manager during the quality review, documents findings on the survey questionnaire and completes the report and enters it into the quality review database; may participate on the State Quality Review Team; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of modern methods of care, treatment and education of individuals with intellectual disabilities living in various community settings; knowledge of agency policy and procedures; interpersonal skills; oral and written communication skills; ability to interpret and apply relevant state and federal laws, statutes and regulations; ability to apply agency policy and procedures; ability to perform inspections and individual review; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the care, monitoring and individual life planning for individuals with intellectual disabilities or related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of experience in a Community Living Arrangement, Supportive Living or Day Services setting.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of one (1) year for a Bachelor's degree.
2. A Master's degree in education, health care administration, human services or a related field may be substituted for two (2) years of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
