PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for independently performing a full range of tasks in coordinating contracts and acting as a primary resource regarding issues related to the emissions inspection program.

SUPERVISION RECEIVED

Works under the supervision of an administrative official of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

Acts as a coordinator and liaison between the Emissions Division and all other applicable persons, sub-contractors and/or agencies for purposes of identifying, researching, investigating and resolving problems or inquiries regarding emissions control program; performs specialized related duties in area of contract compliance; researches, analyzes and prepares information for a variety of purposes; resolves customer complaints; insures resolution of operational problems, procedures and complaints through coordination of activities between Emissions Division and other operating divisions; gathers information related to program area; facilitates contract process; provides technical assistance and acts as a resource person to sub-contractors; monitors contractor performance; issues notice of violation to sub-contractors if not in compliance; evaluates contractor performance for compliance with contract requirements; monitors and assesses contractor for conformance to reporting requirements, fiscal controls and timetable guidelines; prepares reports as directed; may be assigned to represent agency at meetings; performs other liaison functions to coordinate compliance functions; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to interpret and apply laws concerning motor vehicle emissions control; considerable knowledge of program evaluation and monitoring functions; knowledge of contract preparation and administration; knowledge of research methods and techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to identify, analyze and recommend effective solutions to problems; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in implementing and/or coordinating business systems involving quality control procedures to ensure compliance with business standards and high levels of customer satisfaction. Such experience may have been at a private, community, state or federal level.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have directly involved ensuring contract compliance in a motor vehicle emissions program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
