PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of State Police this class is accountable for administering the programs of major field, staff or support bureau operations.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner, Deputy Commissioners or State Police Lieutenant Colonel.

SUPERVISION EXERCISED

Administers programs and operations of a specialized section, district or bureau; directs all assigned police and civilian personnel.

EXAMPLES OF DUTIES

  • Administers staff and operations of major bureaus of the Division of State Police;
  • Develops, implements and evaluates operational policies, goals and objectives of division; 
  • Designs and develops review of bureau activities affecting administrative control and coordination of operations as required;
  • Evaluates law enforcement trends and develops progressive administrative policies and procedures to accomplish bureau and division objectives; 
  • Directs continuing supervision, inspection and training of personnel assigned to command; 
  • Commands field forces during major emergencies including natural or nuclear disasters, presidential visits and hostage situations; 
  • Directs administration of all statutory duties as assigned; 
  • Directs liaison activities with other law enforcement or governmental officials, news media and the general public; 
  • Makes continuing appraisal of administrative activities and operations and recommends corrective action as necessary; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May propose changes in all codes for public health, fire or safety;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • relevant state and federal laws, statutes, regulations and court decisions;
    • relevant agency policies and procedures; 
    • principles of modern police administration, organization and management; 
    • modern police investigative techniques, procedures and aids;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    One (1) year of experience at or above the level of a State Police Lieutenant.

    SPECIAL REQUIREMENTS

    Incumbents in this class must possess and retain a valid Connecticut Motor Vehicle Operator's license.

    PHYSICAL REQUIREMENTS

    Incumbents in this class must possess sufficient strength, stamina, agility and endurance to perform all the duties of the class.
