PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising the staff of an investigative unit engaged in investigating complaints and alleged violations of state laws and regulations.

GUIDELINES FOR JOB CLASS USE

This is a supervisory level class having full supervisory responsibility for an investigative unit of three or more professional investigators; work may be internal or external, conducted in the field or office.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Lead Special Investigators, Special Investigators, and other staff as assigned.

EXAMPLES OF DUTIES

  • Assists managerial employees in administering statutes relating to area of regulation assigned to the department; 
  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit operational procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Testifies at hearings and in court; 
  • Prepares arrest warrants; 
  • Prepares search and seizure warrants; 
  • Conducts surveillance; 
  • Assists administrators in reviewing complaints and violations and determining appropriate course of action; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been investigating complaints at the level of a Special Investigator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in law enforcement, health care or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
